POSITION SUMMARY

The NDC and MRV Lead will be responsible of leading GGGI’s measurement, reporting and verification (MRV) work to support member and partner countries in meeting their reporting obligations, including greenhouse gas (GHG) inventories (GHGI), long-term low emission development strategies (LT-LEDS), biennial transparency reports (BTR), and nationally determined contributions (NDC), as well as other requirements under the Paris Agreement, including those linked to NDC enhancement. The position will carry out this under the guidance of the Head of Climate Action and Inclusive Development and in consultation with member and partner governments with the support of GGGI Country Teams. The position will lead an MRV team, and consultants as required, and will coordinate related work across GGGI’s global program and provide technical guidance and support, develop national capacity and design technical approaches to ensure sustainability of impacts. The position will also play a proactive role in business development and resource mobilization for activities, including and not limited to NDC enhancement, NDC revisions, NDC implementation and related MRV work. Furthermore, the position will provide technical guidance and advise across all country projects and programs on GHG estimates, MRV, carbon markets and climate/green growth planning and policy. The position will support countries and programs in ex-ante quantifying the GHG reduction/avoidance benefits following best established science, evidence and methodologies and help create the necessary MRV infrastructure for ex-post monitoring.

PURPOSE

The Global Lead, NDC and Enhanced Transparency will be responsible for, but not limited to:

  • Leading under the CAID Global Practice, the NDC and climate transparency as well as MRV workstream, focusing on business development, knowledge dissemination and generation, Global Practice Engagements, and coordinating technical expertise.
  • Provide Technical Assistance to GGGI member and partner countries in:
  1. developing robust measurement, reporting and verification systems for their GHG inventories, and other Paris Agreement reporting obligations.
  2. conducting quality assurance of their GHG inventories.
  3. contributing to developing long-term low emission development strategies (LT-LEDS).
  4. undertaking reviews of their existing NDCs, designing NDC implementation strategies and in revising and submitting ambitious NDCs.
  • Contribute to effective project and program management and Climate Transparency & MRV Team Leadership.
  • Lead business development and resource mobilization for related projects and programs

ENGAGEMENT

  • Build and strengthen relations with member and partner country NDC and climate transparency/MRV focal and line ministries and/or agencies
  • Collaborate closely with national counterparts to build cooperative relationships and establish the organization as an effective partner.
  • Apply analytical and technical skills to acquire relevant information/knowledge from a variety of sources which are often difficult to access, in support of delivery of a good quality output
  • Understand project methodologies and provide a wide range of contributions in support of delivery of components/workstreams in the country program
  • Lead the monitoring and updating of project compliance information

DELIVERY

Project and program management

  • Develop and manage country-specific and global Climate Actions Program
  • Organize analytical work to ensure that deliverables are provided in a timely manner to support subsequent work and is consistent with the workplan and project cycle
  • Manage staff, consultants and interns as required
  • Build effective global networks for climate action and climate transparency that supports GGGI’s position as a leading supporter of Member States achievement of their climate and green growth commitments
  • Create and operate the overall GGGI Climate Transparency Strategy in line with GGGI global strategy and priorities
  • Develop and implement Resource Mobilization strategies

Climate Transparency systems development

  • Develop national/sub‑national /sectoral MRV systems in support of GHGs inventory, NDC enhancement and implementation, and other reporting obligations under the Paris Agreement for mitigation, adaptation, loss and damage, finance, means of implementation and loss and damage, as well as the supporting appropriate technology standard, guideline and procedures.
  • Identify the feasibility and GHGs data gap of MRV system for establishing and/or operating project, national and sub-national level MRV in selected countries.
  • Build on existing analysis and available data where possible, determine baseline GHG emission scenario for NDC enhancement, implementation, GHGs mitigation action and green investment mobilization.
  • Select the appropriate methodology for the GHGs measurement which follow international accepted methodologies and best practices for GHG emissions MRV.
  • Where necessary, develop appropriate measurement mechanisms as a part of the selected methodology including procedures to collect sample emissions from sectors.
  • Identify and if necessary, develop the appropriate methodology of measuring and verifying GHGs emissions and removals from projects and/or country, as well as corresponding quality control and quality assurance procedures.

Capacity-building, knowledge management and communication

  • Organize climate transparency and climate action capacity building workshops, training programs and courses.
  • Support developing and delivering the MRV capacity building program module for GHGs and other data and information collection, recording and reporting requirements.
  • Develop GGGI MRV knowledge products on MRV, LT-LEDs, NDCs and other systems in line with the Enhanced Transparency Framework of the Paris Agreement.
  • Prepare communications and outreach materials (media releases, website content etc.) to a high quality and support global MRV and NDC related communications and outreach.

REQUIREMENTS

QUALIFICATIONS

  • Advanced degree (Master or Ph.D.) in a relevant field, such as Science, Environmental Policy, Engineering, Development Economics, Environmental economics, Environmental technology, or any relevant thematic areas.
  • At least 10 years of professional experience in technical activities related to green growth, climate change, GHG emissions accounting and analysis, MRV systems, GHG mitigation activities, and emission trading schemes (carbon market)
  • Advanced knowledge of GHG baseline determination, GHG inventory, MRV system, carbon budget, etc.
  • Minimum of two (2) years of International Experience, living and working outside of their country/countries of nationality (periods of study, volunteer work or internship positions would not be considered).
  • Demonstrate GHGs emission simulation and modelling skills for GHGs measurement and management. Demonstrated experience in area-based or sectoral-based GHG emission.
  • Demonstrated team leadership and program management skills.
  • Project delivery experience, including managing the delivery of results on time and on budget.
  • Work experience in developing countries with a highly regarded private sector company (consulting or industry), international organization, government, or not-for-profit organization.
  • Proven experience in establishing and maintaining working relations with government officials.
  • Demonstrated capacity in resource mobilization.
  • Demonstrated experience and success in the engagement of, and working with, both the public and private sector is an advantage.
  • Excellent written and spoken communications skill in English is required.

WORKING CONDITIONS

This is an X10, international grade level in GGGI’s salary scale. For X10 International grade, the base salary starts from USD 93,480. Determination of base salary is subject to candidate’s experience, academic background and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
