The National Democratic Institute (NDI) seeks to establish preferred vendor relationships with a pool of translators and interpreters for programmatic and administrative needs in Iraq. Selected vendors would be engaged by NDI on an “as needed” basis and expected to sign a year-long rate agreement outlining fixed rates for services. NDI regularly uses interpretation services in Erbil, Sulaymaniyah, Dohuk, Baghdad and Basra; however, other areas will be considered. Rate agreements will begin October 1, 2024.

Over the next 12 months, NDI anticipates needing preferred vendors who can meet some or all of the below services:

  • Consecutive interpretation to/from English/Arabic, English/Kurdish, and Arabic/Kurdish

  • Simultaneous interpretation to/from English/Arabic, English/Kurdish, and Arabic/Kurdish

  • Materials translation to/from English/Arabic,  English/Kurdish and Arabic/Kurdish of agendas, evaluations, training materials, assessments, PowerPoint slides, etc.

  • Technical translation to/from English/Arabic,  English/Kurdish and Arabic/Kurdish of research reports/studies, legal/financial documents such as the Employee Handbook, articles in the labor laws and professional publications.

 

All bidders must submit a written bid with price quotes for available services they wish to be considered for as preferred vendors. Bidders should be able to submit other rates or breakdowns (such as rates for interpretation by geographic location Baghdad, Erbil, Dahuk, Sulaymaniyah And Basra) that are relevant to the services NDI may require. Illustrative rates could include, but are not limited to:

  • Per word or page (250 words per A4 page) cost for written material translation (English/Arabic, English/Kurdish);

  • Per slide cost for PowerPoint slide written material translation (English/Arabic, English/Kurdish);

  • Per word or page (250 words per A4 page) cost for written technical translation (English/Arabic, English/Kurdish);

  • One page PDF translation written material translation (English/Arabic, English/Kurdish);

  • Proofreading of a one page?

  • Per hour or day (8 hours per day) for consecutive interpretation (English/Arabic, English/Kurdish, and Arabic/Kurdish); 

  • Per hour or day (8 hours per day) for simultaneous interpretation (English/Arabic, English/Kurdish, and Arabic/Kurdish); 

  • Per hour (up to three hours) for consecutive/simultaneous English/Arabic/Kurdish interpretation for online platform; 

Bids should also specify the following information:

  • Areas of Iraq where the bidder is willing to provide interpretation services. If training is outside your city of residence, please identify other costs you would expect NDI to cover;

  • Contact information for two (2) references from organizations or companies that can attest to bidder’s ability to deliver proposed services;

  • CV that indicates educational background or other professional training/certifications relevant to the bid;

  • Name, passport and complete contact information; and

  • Other relevant information.

  • Preferred vendors will be expected to sign a rate agreement with NDI valid for 12 months. In addition to standard terms and conditions for all NDI contract rate agreements, all bidders must agree to the following practices in order to be considered as a preferred vendor:

  • Payment via bank transfer to an Iraqi banking institution, or other country where NDI maintains an office; and

  • Monthly invoicing for projects or activities completed during the previous calendar month.

NDI will evaluate proposals based on the vendor’s ability to meet the description of services needed, reputation for quality and consistency of provided service, experience translating and interpreting for topics related to democracy and governance programming (such as political parties, elections, legislative politics, gender, etc.), and price. NDI reserves the right to formally evaluate the quality of written translation or interpretation of the bidder during the procurement process.

NDI reserves the right to reject any and all bids. NDI shall not be liable for any costs associated with the preparation, transmittal, or presentation of any materials submitted in response to the request for bids. No revenue is guaranteed from this request.

NDI reserves the right to modify the technical requirements and submission deadline at any time by giving written notice to all bidders. All proposals must address all required areas. All proposals shall be in the English language; all prices shall be quoted in IQD Iraqi Dinar. All proposals shall be valid for a period of  60 days.

Bidders must provide disclosure of any known past, present or future relationships with any parties associated with NDI. For example, an applicant should disclose if she or he is a previous employee of NDI. The bidder also certifies that the prices offered were arrived at independently and without purpose of restricting competition with other offers including but not limited to subsidiaries and that prices have not been and will not be knowingly disclosed to any other offerer unless required by law. Failure to comply with these requirements may result in NDI having to re-evaluate the selection of a potential bid.
