INTRODUCTION
GGGI Nepal is implementing the project “Building Climate Resilience and Reintegrating Economically Displaced Workers through Climate Smart Agriculture (CSA) in the Terai Flood Plain” in 10 selected municipalities of Dhanusha and Mahottari districts in Madhesh Province from June 2022 to December 2025. The project aims to support widespread adoption of climate-smart agriculture to reduce vulnerability and improve food and job security, especially for women and returned migrant workers. The project is funded by Korea International Cooperation Agency (KOICA) and is implemented by GGGI in partnership with Good Neighbors International (GNI) Nepal.
The project is being implemented in Kamala, Sabaila, Mithila Bihari, Janaknandini and Mukhiya Patti Musaharniya municipalities of Dhanusha district and Matihani, Mahottari, Sonama, Balwa and Bhangaha municipalities of Mahottari district. One of the outputs of the CSA project is Output 1.1: Capacity and systems of local governments to manage agricultural climate risk improved. Under Output 1.1, the capacity of local government staff, including Mayor, Deputy Mayor, Chief Administrative Officer, Planning Officer, Agriculture Officer, and IT Officer will be strengthened for climate crisis management through improved access and utilization of climate data relevant to the agricultural sector. Training will be provided to local government officials and staff to build their understanding of key climate risks. Climate emergency response capacity will also be built, and information sharing mechanisms with smallholder farmers will be improved. The project supports in the establishment and operationalization of Local Emergency Operation Center (LEOC) in the project municipalities for effective risk communication and leading DRM interventions at the municipal level.
PURPOSE OF THE ASSIGNMENT
GGGI is hiring a consultant to offer on-site support at the GGGI Project Implementing Office in Janakpur, Nepal. The Consultant will support the delivery of the activities planned under output 1.1. The consultant will work under the guidance of Senior Associate DRM and Agriculture, Senior Project Coordination Officer and Program Management Officer to ensure that the outputs delivered are in line with project KPIs.
The consultant needs to prepare his/her own delivery focused workplan based on the annual work plan and get it approved. The progress will be tracked accordingly.
INSTITUTIONAL ARRANGEMENTS
- The consultant will work closely with the GGGI Project Implementing Office in Janakpur located within the Ministry of Land Management, Agriculture and Cooperatives in Janakpur, Madhesh Province of Nepal.
- The officials; Mayor, Deputy Mayor, Chief Administrative Officer, Agriculture Officer, Planning Officer, IT Officer, DRR Focal Person, ward chairpersons etc.
- Farmers groups of CSA project.
SCOPE OF WORK
The consultancy service under this ToR is targeted to support the CSA project team in delivery of the identified activities under Output 1.1. The major objectives of the assignments are:
- To support the coordination and communication with the project municipalities for LEOC establishment and operationalization.
- To support in organizing training, orientations, workshops for municipality officials, women farmers groups and school students in the project areas.
- To coordinate, follow up and monitor access and utilization of weather information, early warnings, alerts, and agromet advisories by the farmers in the project area.
- To identify good practices, success stories, issues and challenges in access, dissemination and adoption of early warnings, weather information, alerts and agromet advisories for developing audio visuals.
- To support organizing and managing flood and fire simulation exercises in the project municipalities.
- To support the procurement and distribution of emergency equipment for the selected ward offices within project municipalities.
- Accompany project team to meetings and field visits to support and learn when required.
- Participate and contribute to technical discussions related to agriculture, forestry, agribusiness, disaster risk management and relevant sectors.
- To carry out other communication, documentation, data collection, field visits and monitoring in response to quality delivery of activities under Output 1.1
OUTPUT/REPORTING REQUIREMENTS/DELIVERABLES
The consultant shall be responsible for the delivery of certain activities under output 1.1 in the annual work plan 2024. The consultant in consultation with the Senior Associate DRM and Agriculture and GGGI team needs to prepare the workplan and set the output and delivery time.

The consultant will be provided with necessary support (communication and coordination with municipalities, stakeholders and beneficiaries, joint field visits, organizing events, contents, methodology of orientations etc.) by GGGI Janakpur team.
Consultant may request to visit project municipalities frequently. Total payments, including fees, expenses, VAT and other taxes and any other payment, to the Individual Consultant under this Contract shall not exceed the Maximum Amount. No other additional payments will be provided by GGGI and all the expenses for local travel, airfare, lodging, fooding, accommodation, and communication shall be covered by the above-mentioned amount. The consultant is responsible to manage his/her travel to the field and program sites as per the requirement to deliver the targets.
QUALIFICATIONS AND EXPERIENCE
- Bachelor’s degree in agriculture, environmental, management, engineering, social sciences or any other equivalent field of study.
- Minimum of 2 years field-based experience in promotion and communication of community based early warning system, weather forecasts, agromet advisories, alerts etc. for disaster preparedness and response.
- Experience in community awareness, capacity building and mobilization in adoption and promotion of weather information, early warnings, alerts and agromet advisories for climate smart agriculture practices.
- Working experiences with municipalities for community based DRRM and climate smart agriculture promotion.
- Good command of spoken and written English and Nepali languages. Knowledge of Maithili, Hindi or other local languages of Madhesh Province will be added advantage.
- Should have good computer literacy in standard Microsoft Office (Word, PowerPoint, Excel, Outlook) and other audio-visual applications.
- Residents of Madhesh province will be prioritized.
FUNCTIONAL
The consultant should have knowledge and experience regarding the local government roles and responsibilities in Disaster Risk Reduction and Management (DRRM). The consultant should have sound knowledge regarding generation and dissemination of weather forecasts, alerts and advisories and creating awareness among government agencies, stakeholders and farmers for informed decision making in agricultural practices.
