INTRODUCTION

GGGI Nepal Country Office is implementing the project “Building Climate Resilience and Reintegrating Economically Displaced Workers through Climate Smart Agriculture (CSA) in the Terai Flood Plain” in 10 selected municipalities of Dhanusha and Mahottari districts in Madhesh Province from June 2022 to December 2025. The project aims to support widespread adoption of climate-smart agriculture to reduce vulnerability and improve food and job security, especially for women and returned migrant workers. The project is funded by Korea International Cooperation Agency (KOICA) and is implemented by GGGI in partnership with Good Neighbors International (GNI) Nepal.

The Terai Agribusiness and Enterprise Challenge Fund (TAECF) is one of the major components of the KOICA-GGGI CSA project. The objective of the TAECF is to support micro and small enterprises to expand and broaden their products, services, and delivery channels particularly in the agriculture value chains. Such micro and small enterprises related to agriculture include but are not limited to agri-input suppliers; commercial farmers; collectors; processors, millers, and wholesalers/retailers (or traders).

Around USD 1.56 million managed by the Challenge Fund will be granted over the 2023-2025 period. The TAECF aims to attract youth, women, and migrant returnees who are engaged or willing to engage in agriculture related micro and small enterprises in project districts.

PURPOSE OF THE ASSIGNMENT

GGGI is looking to hire a consultant to offer on-site support at the GGGI implementing office in Janakpur, Nepal. The Consultant will work closely with GGGI under the guidance of the Agribusiness Associate and guidance of the Senior Project Coordination Officer and Program Management Officer to ensure that the outputs delivered are in line with project KPIs.

The objectives of the assignment are to support monitoring and reporting of Challenge Fund grantee progresses under TAECF.

INSTITUTIONAL ARRANGEMENT
  • The Consultant shall work closely with the GGGI Nepal Team, located within the Ministry of Forests and Environment (MOFE) in Kathmandu and GGGI implementing office located within the Ministry of Land Management, Agriculture and Cooperatives in Janakpur, Madhesh Province of Nepal.
  • Selected grantees in TAECF.
SCOPE OF WORK

The Consultant will be responsible for the delivery of the following specific activities:

  • Support in implementation and mentoring of the grantee of the TAECF.
  • Monitoring of all the TAECF grantees on a monthly basis.
  • Collect technical and financial progress reports from the grantee on a regular basis and maintain monthly reports of grantees and associated beneficiaries.
  • Support TAECF grantees to prepare a bi-annual technical report and its submission to GGGI.
  • Other related duties assigned by the Senior Project Coordination Officer, Program Management Officer and Agribusiness Associate.
OUTPUT/REPORTING REQUIREMENTS/DELIVERABLES

The Consultant shall report regularly to the Agribusiness Associate and Senior Project Coordination Officer. The Consultant must work as part of a team with GGGI and other partners at all times. The following are the expected deliverables from this assignment.

  • Deliverable 1 – Submission of Bi-annual technical report : Detail report of 6-months(Oct 2023- March 2024) having progress on activities, labor mobilization details along with budget and expenses will be submitted
  • Deliverable 2 – Quarterly Monitoring and Database Report: Progress of 3-months(April-June 2024) on labor details, business income and beneficiary details need to be maintain and submitted.
  • Deliverable 3 – Quarterly Monitoring and Database Report: Progress of 3-months(July-Sept 2024) on labor details, business income and beneficiary details need to be maintain and submitted.
  • Deliverable 4 –Annual technical Report (Final Report): Detail progress report of one year (October 2023- September 2024) having details on job creation, business changes/income and field progress details need to be submitted.

All of the Consultant’s work products developed and used for this project will be transferred to and become the property of GGGI.

A Consultant may request to visit grantee’s working areas frequently. Total payments, including fees, expenses, VAT and other taxes and any other payment, to the Individual Consultant under this Contract shall not exceed the Maximum Amount. No other additional payments will be provided by GGGI and all the expenses for local travel, airfare, lodging, fooding, accommodation, and communication shall be covered by the above-mentioned amount. Reporting is to be done in template shared.
QUALIFICATIONS AND EXPERIENCE
  • University degree in agriculture, agribusiness, business administration or related field.
  • Preferred 2 plus years’ experience in the agribusiness sector along with knowledge of monitoring and good report writing along with experience in maintaining database.
  • Experience in developing or advising agribusiness projects in Nepal.
  • Strong understanding of the needs and challenges of agribusinesses, smallholder farmers and other agribusiness value-chain actors in Nepal or similar contexts.
  • Working experience on Agriculture value chain development.
  • Experience in working with Government of Nepal, local governments, bi-lateral organizations, and I/NGOs.
  • Excellent fluency in English, and Nepali, both written and verbal required.
  • Work experience in Madhesh Province and familiarity with Maithili language is an extra asset.
FUNCTIONAL

Desirable attributes illustrating successful application of substantive knowledge (e.g. focus of specialized knowledge, emphasis on innovation, research and/or ability to communicate substantive issues within and beyond peer communities).

  • Strong understanding of business development and market analysis
  • Experience in monitoring and reporting.
  • Experience in private sector agri-business engagement is an advantage.
  • Professional experience in advising private business partners on climate-smart agriculture, private sector engagement, market systems, value chain and agribusiness development, and climate change adaptation.
  • Proficient in speaking and writing in English, and Nepali.
