Result of Service
The work of the consultant will contribute to the design and implementation of the Net Zero Nature Positive Global Impact Program under the Global Environment Facility’s eighth programming cycle (GEF-8), the implementation of UNEA resolutions 4/5 and 5/9 on sustainable and resilient infrastructure, and ultimately to the achievement of Sustainable Development Goals through the adoption and implementation of inclusive green economy (IGE) pathways, policies, and action plans.

Duties and Responsibilities
This position is located in the UN Environment Programme’s Industry and Economy Division, in the Economic and Trade Policy Unit (ETPU) of the Resources and Markets Branch (RMB) Branch, which examines how economics, trade, and finance interact with the environment and contribute to sustainable development.
One area of work for the ETPU is green fiscal policy, which looks at how countries can use fiscal policies to support the inclusive green economy transition and delivery of the SDGs across different sectors.
Another area of work for the ETPU is sustainable and resilient infrastructure, where UNEP works through the Sustainable Infrastructure Partnership (SIP) to promote and support integrated approaches to sustainable infrastructure development, which recognize the centrality of infrastructure to the 2030 Agenda, and help deliver optimal environmental, social, and economic outcomes of infrastructure development by considering the complex interlinkages between different infrastructure systems, sectors, phases, governance structures, and aspects of sustainability.
In this context, the ETPU is recruiting a consultant to contribute the development and implementation of the Net Zero Nature Positive Accelerator project (NZNP), and to its work on nature-based infrastructure, under the SIP. The role will involve development of global normative knowledge products, capacity building, project design and implementation, and provision of policy guidance in project countries.
Under the direction and supervision of the responsible programme officer at UNEP, the consultant is expected to support the development of the global Platform component of the NZNP project and the SIP’s work on nature-based infrastructure by contributing to the planning and implementation of project activities. This will involve coordinating with internal and external partners and counterparts; identifying and communicating with project stakeholders; conducting research; providing inputs to and drafting written materials; developing agendas; attending and presenting at events; providing logistical support to event planning and implementation; planning, scheduling and leading meetings; and providing technical review of project materials, among other things and as necessary to deliver the following expected outputs:
Expected outputs (through electronic submission):
• One national stakeholder workshop planned in Ghana on the integration of nature into national infrastructure planning processes.
• One stakeholder workshop planned for the ISLe peer-peer sustainable infrastructure learning initiative, supporting the ISLe network on nature-based infrastructure.
• Inputs provided to the Global Platform PPG implementation plan.
• Plan for a Global Platform webinar series with partners and external experts
• Technical review of draft country child projects’ CEO Endorsement Requests
Performance indicators:
• Quality of outputs
• Timely planning and delivery of outputs
• Regular communication of progress and sharing findings with the project stakeholders through presentations and written updates
Qualifications/special skills
Post Graduate Degree (Masters level or above) in international affairs, international development, international law, environmental governance, information technology, economics, social science or related field is required. A first-level university degree with two additional years of qualifying experience, may be accepted in lieu of the advanced university degree.
A minimum of five years of project/programme management experience related to green economy, climate change, sustainable infrastructure, green fiscal policy and/or sustainable development is required.
Strong understanding of the enabling conditions for net-zero nature-positive investment and sustainable and resilient infrastructure is required.
Strong knowledge of good practices related to sustainable and resilient infrastructure is required.
Experience in coordinating multistakeholder engagement processes is desirable
Experience working in an international, multi-cultural setting is desirable
Languages
English and French are the two working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of Spanish is desirable.
