Org. Setting and Reporting

The Neutrality Investigator reports to the Senior Investigator.
Responsibilities
Reviews and assesses allegations, including breach of neutrality; reviews and analyses all information to determine its relevance and reliability, conducts necessary preliminary interviews of staff and other involved parties, records interviews, obtains and analyses potential documentary and electronic evidence; conducts investigative research and determines the appropriate presentation of assessment results to the intake committee. Undertakes or coordinates as appropriate, preliminary evaluation of potential violations of rules, regulations, policies, procedures and standards including breaches of neutrality, in accordance with generally recognized international investigative standards and Agency guidelines. Prepares reports and ad-hoc briefs pertaining to Neutrality allegations and investigations statistics. Contributes to the development of the office’s policy and procedural framework and best practices and other lessons learned from Agency intake process; makes recommendations and assists in enhancing the Agency’s intake policy and procedures. Forms and participates in the intake committees concerned with allegations, including breach of Neutrality of the Agency and provides advice to participants on disposal decisions including advising on the appropriateness and applicability of opening an investigation, based on Agency policy and guidelines. Supports the division’s investigators during investigation of critical cases, including conducting investigations as required.

Education
An advanced university degree (Master’s or equivalent) from an accredited educational institution preferably in law or related field.

Work Experience
At least five years of progressively responsible and relevant experience in applying internationally recognized investigation techniques in criminal or administrative inquiries is required. Unless already serving as an international staff member in the UN Common System, at least two continuous years of relevant international experience outside UNRWA and outside the country(s) of citizenship is required. An advanced university degree (Master’s or equivalent) from an accredited educational institution preferably in law or related field is required. Previous investigations intake experience is desirable.
Languages
Excellent command of written and spoken English is required. Fluency in written and spoken Arabic is desirable.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Type of Contract and duration: 1 year, project funded, extendable subject to funds availability, need and performance. The Neutrality Investigator may be required to travel in the Agency’s area of operations.
