GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to “countries” development priorities. The organization also focuses on knowledge development and management activities, which build a solid theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers, as well as creating the conditions for public and private green infrastructure investments.

Nicaragua’s National Determined Contribution (NDC) was originally submitted to the United Nations Framework Convention on Climate Change (UNFCCC) in 2018 and updated in 2020. The development of the country’s NDC followed a highly participatory and consultative process with vulnerable groups, including native, Afro-descendant, and indigenous communities, women and youth. The resulting NDC is a very ambitious plan that includes climate change mitigation and adaptation measures.

The Green Climate Fund (GCF) is the financial mechanism created within the framework of this Convention (UNFCCC) and seeks to support countries in complying with their National Contributions (NDC) and in this way, contribute to the final objective of keeping the increase in global average temperature below 2°C above pre-industrial levels, recognizing that this would significantly reduce the risks and effects of climate change.

The Global Green Growth Institute (GGGI), in collaboration with the Secretariat of Climate Change, the Ministry of the Environment and Natural Resources and the Ministry of Finance and Public Credit, is implementing a 24-month technical assistance program for the Government of Nicaragua entitled “Mobilization of climate finance and private investments for low carbon development in Nicaragua”. The program, funded by the Green Climate Fund (GCF) Preparatory and Readiness Support Program, aims to improve the institutional capacity, strategic frameworks, and project portfolio of the Government of Nicaragua to increase the mobilization of national and international climate finance and private investments for the implementation of national determined contribution (NDC) and low-carbon development.

The consultant will be responsible for providing technical support to strengthen the project management and monitoring system of the Ministry of Environment and Natural Resources of Nicaragua. The activities developed by the consultant will improve the reporting system, information management processes and monitoring procedures of MARENA’s project portfolio.

The consultancy will have the following specific objectives:

• Map and identify the needs for improvement of the reporting and monitoring system of the MARENA project portfolio

• Present and develop an action plan to implement improvement processes in the selection, collection, analysis, reporting, use, and evaluation of data from MARENA’s project portfolio.

• Implement efficient monitoring and evaluation instruments for the constant follow-up of the progress of projects, identifying opportunities for improvement.

• Develop proposals for procedures for monitoring MARENA’s project portfolio.

 Main activities:

• Analyze the system requirements for the monitoring, follow-up, and evaluation of MARENA projects.

• Collaborate with the design of the system architecture and the database.

• Collaborate with the development of the web application following good development practices.

• Participate in the implementation of appropriate security measures to protect system data.

• Perform thorough testing and debugging.

• Provide necessary training and documentation for MARENA staff.

• Perform the validation of the web application, as well as the due training to the project management units and other users of the application.

• Provide technical support during the deployment and testing phase.

• Prepare and provide MARENA with procedure manuals.

• Prepare periodic reports on the progress of the products, presenting clear analyses and recommendations for decision-making.

• The activities to be carried out must comply with the regulatory requirements and guidelines established by National Legislation

1. Needs report for the improvement of the monitoring and reporting system of the MARENA project portfolio. Includes monthly report of activities in accordance with annex III (Consultant’s Timesheet).

2. Work plan for the implementation of improvement processes. Includes monthly report of activities in accordance with annex III (Consultant’s Timesheet).

3. Report on activities carried out during the month, in accordance with Annex III (Consultant’s Timesheet).

4. Report on activities carried out during the month, in accordance with Annex III (Consultant’s Timesheet).

5. Documents on procedure manuals for the operation of the monitoring system. Includes a report on activities carried out during the month, in accordance with Annex III (Consultant’s Timesheet).

6. Final Report of the consultancy includes evaluation of the results achieved.

The deliverables will be considered approved, and payable, upon approval by GGGI’s Project Manager and Nicaragua’s GCF Nationally Designated Authority.

Reporting Arrangements

The Consultant will be supervised by Nicaragua’s GGGI Project Manager and the Ministry of Environment and Natural Resources (MARENA in Spanish). The consultant’s work progress will be monitored primarily through periodic review meetings. These review meetings will tackle subjects such as the overview of the contractual objectives, the development of activities, detailed information milestones, actual achievements made against the timeline initially set, and any other relevant progress details.

During the first week of assignment the consultant will define the reporting arrangements of the consultancy, in consultation with MARENA and the Project Manager.

The consultant may be required by either MARENA or Project Manager to work within the premises of the Ministry of Environment and Natural Resources, for the days of the consultancy.

The consultant should demonstrate the credentials described below.

Required:

• Nicaraguan citizen or foreign who can reside and work in Nicaragua with a valid work permit

• Professional or graduate in any of the following careers: Systems Engineering, bachelor’s degree or Engineering in Computer Science or related careers.

• Knowledge of web development technologies, including ABP as added value, C#, .net Core, MVC, SQL Server and JavaScript.

• Skills in designing functional databases.

• Understanding of information security principles.

• General professional experience of three (3) years.

• Excellent oral and written communication skills.

• Ability to work autonomously and in a team.

• Knowledge and use of computer tools at the user level of Microsoft Office, Excel, Power BI, among others.

• Knowledge of the English language is desirable.

• Excellent writing skills and clear transmission of ideas.
