DanChurchAid (DCA) is currently looking for an experienced Humanitarian Mine Action – Non-Technical Survey (NTS) Coordinator to join the DCA Mine Action Programme in Mykolaiv, Ukraine.
DCA Ukraine seeks to support community based and integrated deliverables through a combination of activities including Survey and Clearance, Risk Education, Livelihood, WASH, Protection, and Shelter activities.
As an NTS Technical Coordinator you will be part of developing, planning, management, quality assurance and reporting on DCA non-technical survey activities as well as maintaining, building, and strengthening close coordination with other humanitarian program activities and colleagues. Ensuring efficiency and effectiveness in operations as well as ensuring good communication with relevant authorities and partners are key elements for the position. The NTS Coordinator supports operations of an innovative and diverse programme that works closely with national mine action authorities, local authorities, and communities as well as with UNDP/UNMAS and other mine action actors. The HMA programme is supported by international donors with national and international staff.
A key area of focus will be to collaborate with relevant staff on ensuring that DCA’s MA programme is integrated into a larger humanitarian response. The NTS Coordinator reports directly to the DCA Ukraine Operations Manager, who has overall oversight of the Humanitarian Mine Action programme in Ukraine.
Key responsibilities
Staff management & supervision:
- Plan and recruit NTS teams as per project requirements,
- Design and deliver IMAS compliant training for NTS staff and oversee national authority accreditation of teams, design and deliver training to partners as required,
- Plan and conduct periodic refresher training for NTS staff and ensure the skills of teams are according to applicable internal and international standards, maintaining records of training and development for each NTS team member,
- Mentor, manage, monitor, and supervise the teams under your responsibility, ensuring that they carry out their duties safely and in accordance with DCA SOPs,
- Ensure that teams have the necessary serviceable equipment to carry out the designated activities.
Planning, monitoring & quality management:
- Initiate, plan and coordinate NTS in targeted communities,
- Coordinate and lead needs’ assessment, baseline surveys and data collection in the field, including impact surveys,
- Analyse data on contamination collected by the survey teams and provide reports on hazardous areas,
- Conduct regular Quality Assurance of the NTS teams,
- Monitor and analyse productivity and report to the Operations Manager with recommendations for improvement as required,
- Ensure that priorities set by the programme are met, and the requirements of the donors and beneficiaries are taken into consideration through operational tasking,
- Act as budget manager for the NTS project components, in close dialog with the Operations Manager and Head of Support Services (HoSS)
- Ensure data is collected for reporting against the DCA Global Results Framework
Coordination:
- Liaise with local authorities, community leaders, and stakeholders to ensure the smooth implementation and acceptance of the NTS activities,
- Liaise with DCA EORE teams to maximise efficiency and effectiveness of both NTS and EORE activities,
- Maintain good communication with partner organizations,
- Maintain good relationships and communication with other mine action organisations in the area including those involved in survey, marking and clearance to ensure good coordination and shared knowledge,
Reporting:
- Prepare weekly/monthly/quarterly work plans,
- Prepare weekly/monthly/quarterly operational reports,
- Contribute to donor reports and new project proposals and budgets as required,
Your profile
- Minimum 3 years’ operational experience in NTS within humanitarian mine action programmes, with direct, hands-on experience managing NTS teams in the field.
- IMAS EOD level 2 qualification highly desirable but not essential.
- Excellent working knowledge of International Mine Action Standards and experience in drafting standard operating procedures,
- Excellent knowledge of non-technical survey and community support activities,
- Knowledge of mines and ERW encountered in country and understanding of military operations is desirable,
- Good knowledge of clearance methodologies and equipment utilized in demining operations, experience planning and implementing clearance operations is an asset,
- Knowledge of current EORE methodologies and practices is desirable,
- Proven experience and knowledge of information management and analysis, GIS, ArcGIS, Survey123 etc,
- Excellent writing skills in reporting and proposal development,
- Ability to work away from home within remote environments for extended periods of time,
- Well organized, proactive, flexible, and trustworthy,
- Excellent communication and interpersonal skills,
- Computer literate,
- Professional English required, Ukrainian/Russian desirable.
