Wars and armed conflicts come to an end; however, the remnants of war continue to impact millions of people for decades to follow. NPA’s vision is a world where people and communities are safe, resilient and protected before, during and after armed conflict. Together with national authorities and other stakeholders, we are working to resolve problems faced by local communities caused by Explosive Ordnance (EO). Currently, NPA has more than 20 Mine Action Programmes ongoing in Africa, Asia, Latin America, South East Europe and the Middle East.

The Technical Field Manager (TFM) position in NPA Thailand is to implement all aspects of mine action operations and related tasks in accordance with Standard Operating Procedures (SOP’s) as required by Programme Manager (PM). To conduct training and day to day assessment and monitoring of all staff carrying out technical operations to ensure safety and in order to develop a local capacity for efficient and effective humanitarian mine action activities.

Location:

Sisaket Province, Thailand, with extensive travelling between bases and area of operations.

Requirements:

  • Minimum IMAS EOD L2.
  • Relevant higher education or equivalent qualifications (with mine action NGO on international deployments).
  • Proven track record with minimum five years working experience within the HMA sector and minimum three years of working experience with land release methodology.
  • Proven ability to develop, manage and quality control survey and clearance operations, including motivating and leading a team.
  • Technical knowledge of mines/EO and clearance techniques, including new developments.
  • Good knowledge of IMAS and the land release principles in an HMA programme.
  • Ability to contribute technical knowledge and clearance targets to proposals and reports.
  • Experience of conducting trainings and the transfer of appropriate skills to others.
  • Written and verbal proficiency in English.
  • Working knowledge of ArcGIS.
  • Good numeracy and IT skills.
  • Valid international driving license.

What you will do:

  • Under the direction of the PM, the TFM is responsible for the daily planning, supervision, and execution of HMA activities.
  • In cooperation with the PM, draft Standard Operational Procedures (SOP) and other technical documents relevant for activities of NPA Thailand in the area of operations.
  • In cooperation with the PM, ensure accreditation of NPA’s personnel and teams.
  • Conduct operations in accordance with overall plans, SOPs and International Mine Action Standards (IMAS) and NMAS.
  • Conduct regular Quality assurance and Quality Control of the operations.
  • Plan and implement training of local staff in survey, clearance techniques, and other procedures in accordance with SOPs.
  • Implement technical and managerial continuation training of national staff to build national capacity.
  • Provide progress reports on technical, operational and administrative matters.
  • Liaise with national authority, national and international mine action operators and other relevant stakeholders, in coordination with the PM.
