OBJECTIVES OF THE PROGRAMME
Apporter un appui technique au gestionnaire du programme national en apportant un soutien technique a la planification, la formulation, la mise en œuvre, le suivi et l’evaluation des programmes pharmaceutiques, y compris les activites de la chaine d’approvisionnement;Faciliter la concertation et la collaboration avec les autres partenaires et parties prenantes de la santeet specialement le renforcement des structures en charge des medicaments pour assurer la disponibilite des medicaments dans les structures de sante;Mettre en place et entretenir un partenariat pour la planification et la mobilisation des ressources pour la mise en œuvre des activites en rapport avecles produits medicaux ; Soutenir le developpement / l’adaptation du materiel de formation et des directives techniques pour le renforcement des capacites des acteurs dans lesprovinces ciblees ; Participer a la preparation et a l’organisation d’activites de formation au niveau provinciale et districts et suivre l’evaluation des prestataires et des facilitateurs pour assurer la qualite de la formation et de laperformance;Soutenir toutes les activites visant a appuyer la mise en œuvre, le suivi et l’evaluation des programmes pharmaceutiques, y compris les activites de lachaine d’approvisionnement.
DESCRIPTION OF DUTIES
Le titulaire est responsable destaches suivantes :1.Fournir un soutien technique a la planification, laformulation, la mise en œuvre, le suivi et l’evaluation des programmes pharmaceutiques, y compris les activites de la chaine d’approvisionnement;2. Apporter un appui au pays dans le renforcement des structures en charge des medicaments pour assurer la disponibilite des medicaments dans les structures de sante;3. Conseiller les autorites sanitaires nationales sur l’acceptation des dons de produits medicaux et la mise en œuvre des directives inter-institutions sur les dons de medicaments;4. collaborer avec les autorites sanitaires nationaledans la mise en place de systemes de controle et d’assurance qualite pourl’approvisionnement, la gestion de la chaine d’approvisionnement, ladistribution et le stockage, y compris le stockage a froid des produitsmedicaux de qualite ainsi que leurs utilisations appropriees aux differentsniveaux du systeme de soins de sante;5. Surveiller et analyser avec les partenaires encollaborations avec les partenaires l’impact de la gestion de la chained’approvisionnement des produits medicaux et des nouvelles politiques etstrategies, et, le cas echeant, proposer des nouvelles initiatives de gestionde l’offre et de soins pharmaceutiques pour repondre aux besoins en epidemieset urgences sanitaires;6. Contribuer a la planification et la diffusiond’informations, de documents et de lignes directrices sur les meilleurespratiques et les efforts coordonnes relatifs aux diverses activitestechniques;7. Apporter un appui technique au pays dans lerenforcement de systeme de la reglementation des produits medicaux;8. Collaboreravec le ministere de la sante au niveau national dans l’integration de lamedecine traditionnelle dans le systeme national de la sante;9. Renforcement de systeme deselection des produits medicaux, evaluation des technologies de la sante et lamise en place des schemas de remboursement;10. Executer toutes les autres taches connexes assignees parle superviseur direct ou le/la Representant.e.
REQUIRED QUALIFICATIONS
Education
Essential: Diplome Universitaire en Medecine, pharmacie ou sciences pharmaceutiques connexes obtenu d’un institut accredite/reconnu.
Desirable: Diplome Universitaire en Medecine, en sante ou pharmacologie. Formation specialisee en reglementation des produits medicaux, gestion des besoins pharmaceutiques en solution d’urgence, aide internationale ou principes humanitaire.
Experience
Essential: 5 ans de l’experienceprofessionnelle pertinente au niveau national, dans le domaine des medicamentsessentiels.
Desirable: Experience et comprehension dans la fourniture d’un soutien technique dansle pays et le renforcement des capacites nationales;Experience de travail dans la reglementation des produits medicaux;Experience pertinente a l’OMS/ dans d’autres instituionsdes Nations Unies/ dans des groupes sectoriels de la sante/ dans des organisations humanitaires reconnues/dans des organisations non gouvernementales.

REMUNERATION
Remuneration comprises an annual base salary starting at MRU 1,669,811 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
