The objective of the WHO Nepal Country Office is to implement the Country Cooperation Strategy by supporting the Nepal Government in the formulation, implementation and evaluation of national health policies, strategies and plans and developing and managing WHO’s technical cooperation programmes at the country level. WHO provides guidance and technical support in organizing the humanitarian health response and in revitalizing the capacity of the health sector to rebuild and recover from emergencies in appropriate and sustainable ways. The Country Office develops and collaborates with the Government of Nepal and relevant stakeholders in support of their efforts to achieve national health goals; ensuring the attainment of universal health coverage, promoting healthier population and contributing to global and regional public health action by providing need-based technical assistance in national level policy formulation, setting norms and standards, improving knowledge dissemination and management, monitoring country health situation and building sustainable institutional capacity, to play a greater leadership role in different national level policy and technical forums.
Under the overall guidance of the WHO Representative to Nepal and direct supervision of Team Leader (NCD) and in close collaboration with teams within and outside WHO Country Office, the incumbent will perform the following tasks:
1. Facilitate efficient and effective management, as well as coordination of expertise, to provide technical advice on the development of sustainable, multi-sectoral, and integrated national strategies, policies, NCD risk factor such as tobacco, alcohol, unhealthy diet, and physical inactivity promotion interventions, and plans for improvements in health systems and capacity building in the area of NCD prevention and control.
2. Recommend action plans for the inclusion of NCD prevention and control interventions including tackling social and commercial determinants across the life course and continuum of care.
3. Advocate, build and strengthen partnerships and networks to enhance multi-sectoral collaboration to address integrated NCD prevention and control and contribute to resource mobilization for the work programme.
4. Coordinate the adoption of norms, standards, guidelines and tools to support the implementation of NCD control programmes prioritizing chronic diseases such as CVDs, cancer, chronic respiratory diseases, rheumatic heart disease, haemoglobinopathies.
5. Support to implement innovative NCD services through primary health care system strengthening, which takes focus on health equity into account.
6. Coordinate the development or enhancement of existing information systems on NCD and the monitoring of progress towards established NCD goals and targets.
7. Steer prioritizing of research and translation into practice to generate evidence for implementation of NCD prevention and control.
8. Monitor the implementation of the relevant WHO country programs and develop close collaboration, effective working relations with government, nonstate actors, other UN agencies, and other international and bilateral agencies in joint efforts in support of NCD programme.
9. Perform any other task as assigned by the supervisors and WR.
Essential: First university degree in medical field or health science from a recognized university.
Desirable: Masters level university degree in relevant health sciences.
Essential: At least five (5) years of progressive experience in development and implementation of NCD-related public health programs, multi-sectoral response for NCD prevention and control including tackling NCD risk factors such as tobacco, alcohol, diet and physical activity, and program evaluation.

Remuneration comprises an annual base salary starting at NPR 4,181,371 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
