About NRC:

The Norwegian Refugee Council (NRC) is a non-governmental humanitarian organization with 75 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, food security, livelihoods, legal Assistance, and water, sanitation, and hygiene sectors. The Norwegian Refugee Council has approximately 6000 committed and competent employees involved in projects across four continents. NRC runs the world’s largest standby roster, NORCAP, with 650 professionals ready to be deployed on 72 hours notice when a crisis occurs.

NRC in the Islamic Republic of Iran:

NRC started operations in Iran in 2012. We currently deliver humanitarian assistance in 10 provinces in Education, Food Security and livelihoods, Water, Sanitation and Hygiene (WASH), Shelter construction, as well as Information, Counseling, and Legal Assistance (ICLA). We co-lead several technical inter-agency working groups and provide capacity building to humanitarian partners in the country. Next to our programs, NRC Iran also built an advocacy unit to develop joint messages and initiatives among INGOs to improve the rights of the displaced.   Following several recent breakthroughs, NRC Iran is scaling up substantially its activities in support of the Government of Iran’s efforts towards an estimated 3,6 million Afghans residing in the country and is expanding its programme unit.

Role and responsibilities

The purpose of the Integrated Programming Officer position is to support the work of NRC by conducting holistic assessments procedure and referring cases, but also by gathering data to form a rich picture to support more effective and integrated programming and advocacy. The IP Officer plans and prioritise the CVAT work in their area, in accordance with other CC coordinators. She/he conducts assessments procedure and provide guidance and support to the assistants and report to Multi CC manager. She/he is the point of contact for assessments in the area.

The following is a brief description of the role.

Generic responsibilities:

• Ensure adherence with NRC policies, tools, handbooks and guidelines
• Manage the workload of assessment across all Core Competencies (CCs), conduct assessment and manage the overall assessment processes, including data management, at Area Office level
• Prepare and develop status reports as required by management
• Ensure proper filing of documents
• Ensure that projects target project participants most in need, and explore and assess new and better ways to assist
• Promote and share ideas for technical improvement

Specific responsibilities 

• Planning and prioritising the work of the Integrated Programming (IP) Assistants and pool of interviewers, assigned to conduct assessments in coordination with their line manager
• Assigning tasks to Assistants, monitoring the completion of tasks and the quality of tasks, ensuring that data are recorded according to the procedures and cases are handled based on the defined processes
• Coordination with local partners to receive all relevant documents
• Conduct quality check on data available, regularly revise scoring system and referral to different CCs
• Follow up with CC Coordinators as needed for the assessed cased and requests technical support from the management of more complex cases
• Identifying opportunities to improve operations or programming based on insights from assessments and providing input for continuous improvement of technical issues to assistants
• Working as Contact point for IP operational issues for the area
• Conducting holistic assessments and referring cases to support more effective and integrated programming and advocacy.
• Maintain good understanding of NRC Cash programming in the area

• Fluency in English and native proficiency in Persian, written and spoken
