JOB DESCRIPTION
The Logistics Team Leader will manage a designated logistics area, ensuring the effective execution of procurement, fleet management, distribution, and asset-related activities. Additionally, the Logistics Team Leader will play a key role in coordinating and implementing logistics strategies that align with and support NRC’s overall mission and operations. Generic Responsibilities:
- Ensure adherence to NRC policies, handbooks, guidelines, SOP’s and donor requirements
- Implement NRC’s logistic systems and procedures at area level
- Coordinate timely operational planning and management of logistic activities
- Ensure that local SOP’s regulate procedures at field office level, and perform periodic checks
- Coordinate market assessment within the scope and request of programme teams
- Prepare and submit reports and analysis
- Ensure proper filing of all support documents
- Support line managers in procedures and require support team trainings related to logistic
- Line management of the West Bank drivers, including support to recruitment and performance management
- Provide anti-corruption, transparency and cost efficiency focus in all processes (e.g. in procurement, vehicle management, asset management)
- Ensure safe and efficient transport of staff and materials/goods
- Perform other duties, as assigned by the Logistics Coordinator.
Specific Responsibilities:
- Lead and manage the delivery of all logistics services, ensuring they meet project needs in a timely, efficient, and cost-effective manner.
- Responsible for the smooth running of the day-to-day fleet operations including line managing the drivers for vehicles.
- Encourage a high-performing team environment through training, capacity building, and performance management.
- Work with the Logistics and Programmes teams to optimize safety and cost effectiveness across the fleet.
- Overall responsibility for drivers planning, working together with the Logistics Officer to explore and implement ways to better plan, schedule and monitor transport of staff and material.
- Ensuring that drivers carry out weekly vehicle checks and share the necessary information with the Logistics Coordinator/Office.
- Work closely with program teams, other departments, and external partners to ensure smooth coordination and alignment of logistics services with overall project goals.
- Oversee and lead procurement activities in line with NRC and donor policies, ensuring transparency and compliance. Ensure the timely and effective execution of all procurement processes.
- Take full responsibility for the management of NRC PS assets and fleet in NRC offices in West Bank and Jerusalem, ensuring proper documentation, tracking, and maintenance in compliance with policies.
- Ensure compliance with formalized logistics policies and procedures, maintaining documentation aligned with both NRC Global guidelines and donor requirements.
- Monitor key performance indicators for logistics activities, producing monthly reports for review and identifying areas for improvement.
Generic Professional Competencies:
- Minimum 3 years of experience in logistics or procurement management, with at least 2 years in a supervisory or leadership role, ideally in humanitarian or development settings.
- Strong knowledge of logistics operations, procurement processes, asset management, and fleet management.
- Experience in compliance with organizational and donor requirements and maintaining high standards of accountability.
- Ability to work under pressure, manage multiple priorities, and adapt to changing demands.
- Managing resources to optimize results.
- Proficient in logistics software and Microsoft Office Suite.
- Fluency in English and Arabic.
Context/Specific Skills, Knowledge and Experience:
- University degree in Supply Chain or a relevant subject.
- Knowledge and experience of main donors’ logistics policies.
- Knowledge of Logistics Management in the Middle East, particularly Palestine and Israel.
- Proven leadership abilities with a focus on team development, motivation, and performance.
- Strong organizational, problem-solving, and analytical skills.
- Excellent communication and interpersonal skills, with the ability to manage stakeholder relationships at all levels.
- Strong understanding of INGO policies, donor regulations, and compliance requirements.
- Knowledge of Hebrew is an advantage.
