In line with NORCAP’s commitment to strengthening global systems, we are partnering with the OSCE Office for Democratic Institutions and Human Rights (ODIHR), the principal institution of the OSCE responsible for the human dimension. ODIHR supports participating States in promoting democratic development, human rights, tolerance, and the rule of law. The Rule of Law Unit within ODIHR focuses on enhancing the legitimacy of law through fair trial monitoring, justice reform, and judicial independence.

To support this important work, NORCAP is seeking a Rule of Law Officer to be seconded to ODIHR in Warsaw, Poland. This is a 12-month, full-time assignment, reporting to the Chief of the Rule of Law Unit.

*As the national nominating authority for OSCE, this posting is only applicable for Norwegian passport holders.

As the Rule of Law Officer, you will take on the following responsibilities:

  • Design, implement and evaluate projects on judicial independence, fair trial standards, criminal and administrative justice, and justice inclusion
  • Draft project proposals, budgets, and terms of reference, and coordinate with internal and external partners
  • Oversee logistics, monitor delivery by local partners, and assess impact through interviews and evaluations
  • Liaise with government bodies, civil society, and international institutions to ensure stakeholder engagement
  • Provide legal advice on rule of law and human dimension issues to ODIHR and OSCE entities
  • Conduct assessments and maintain institutional knowledge on rule of law programming
  • Monitor legal developments across the OSCE region and provide briefings to leadership
  • Represent ODIHR in professional forums and conduct legal research and comparative analysis

Qualifications and Experience

To excel in this role, candidates should possess the following qualifications and skills:

  • Advanced university degree in law (or first-level degree with two additional years of relevant experience)
  • Minimum five years of professional experience in law or legal policy, with at least three years in rule of law development in transitional contexts
  • Strong knowledge of international human rights and fair trial standards
  • Proven skills in project development and implementation
  • Excellent analytical, organisational and communication abilities
