Function prerequisite:
The Non-Technical Survey (NTS) Officer is part of the operations team under the direct line management and daily supervision of the area STFM. This position will conduct::
- Daily management of NTS teams including planning, tasking and QA/QC of product.
- Daily management of Explosive Ordnance Risk Education (EORE) activities, including planning, tasking and QA/QC of product.
- Management and oversight of Impact Assessment (IA) activities.
The successful NTS Officer should demonstrate ability to show excellent interpersonal and communication skills, lead and communicate effectively with team members (international and national personnel) of varied work styles, follow procedures, and meet deadlines. This requires proficiency in written and spoken Arabic and English.
Proven ability to learn quickly, take initiative, and be accountable for results, multi tasks, prioritizing, and simultaneous attention to detail. The NTS Officer should additionally work to high professional standards of work ethics, as well as show willingness and the ability to enforce compliance with NPA and donor policies.
General Responsibilities:
The NTS Officer supports NPA Iraq’s planning and implementation of NTS and EORE activities across the area of responsibility as per duty station. This includes direct line management of NTS Assistants/Surveyors and EORE staff. The NTS Officer is responsible for capacity development, day to day management such as leave and performance as well as ensuring staff are suitably trained, equipped and prepared for NTS/EORE activities under the guidance of the STFM. The NTS Officer may be required to travel both domestic and internationally, as part of their role, and shall have the willingness and ability to do so.
Responsibilities:
- Report directly to STFM for planning, monitoring and NTS/EORE management
- Responsible for coordinating NTS, EORE, and IA training and related activities with support from the STFM.
- To assist the STFM in standardising NPA SOP’s and policies related to NTS, and ensuring activities are implemented in compliance with these.
- Work collaboratively with the Information Management department for the establishment and management and updating of NTS/EORE databases.
- Closely collaborate with Liaison and Community Liaison colleagues to facilitate coordination with national and local authorities when required to ensure facilitation of activities.
- Overseeing and coordinating of all NTS, EORE and IA activities – including field visits and QA/QC of these activities.
- Under the STFM’s guidance, be responsible for the management and deployment of the NTS field teams.
- Prepare internal weekly/monthly and yearly plans as directed by STFM.
- Prepare IMSMA forms and Task Order requests for both NTS and EORE activities.
- Prepare other external reports as relevant/required.
- Any other reasonable task, conducive to the safe and efficient running of the programme, as detailed by the STFM.
Guiding Policies, Documents, and Principles:
- Adhere to all NPA policies, regulations and procedures; including but not limited to; operational Standard Operating Procedures, NPA Code of Conduct, Safeguarding Policy, Iraq HR Policy and confidentiality of information.
- Work within the framework of NPA core values.
- Act as an ambassador for NPA, through professionalism and conduct. This includes, as relevant, representing the organisation in a loyal and responsible manner.
- Follow all verbal and/or written instructions, unless in direct violation of safety and duty of care.
- Maintain and care for all equipment issued by NPA and for any loss or damage, being liable for repair or replacement in case of damage resulting from negligence.
- Ensure a safe workplace and protect all staff and equipment from damage/ injury.
Qualifications & Preferred Skills
Required qualifications:
Must Have
- Two years’ experience within the humanitarian sector.
- Experience in project planning, implementation, follow up and proven analytical skills.
- ·Experience in conducting training of trainers in the field.
- Understanding of the social, political, and economic context.
- Written & verbal proficiency in English and Arabic.
- Very good computer skills essential.
Desirable
- 1-3 years of previous experience as an NTS Officer or within the NTS domain.
- Experience of using GIS an advantage.
- Previous working relations with the national authorities and military forces are an advantage.
- Valid driving licence (authorised for manual transmission vehicles).
- wouldn’t say this is relevant for NTS since we have D&I Coordo.

Education
Must have:
- Higher educational degree (university diploma or degree)
Desirable:
- Posess a recognised NTS qualification – INGOs/GICHD.
- Posess a recognised EORE facilitator certificate.
- Posess an in date first aid training certificate.
- Posess a Trainer of Trainers (ToT) qualification.
- Experience with project planning, including work-plan creating in line with donor obligations, procurement plans and HR plans.
- Training in the humanitarian protection field, or proven knowledge of principles such as best interest, confidentiality, informed consent.
Personal Competencies:
- Strong communication and interpersonal skills.
- Leadership skills and the ability to make decisions.
- Systematic and organized in approach, with ability to work on own initiative including accuracy, consistency, attention to detail, tenacity and the ability to work under pressure.
- Ability to meet deadlines and work calmly under pressure with limited supervision.
- Ability to adapt to difficult and complex conditions and work in remote areas.
