Danish Refugee Council, one of the worlds leading humanitarian NGOs working in 40 countries worldwide, is currently looking for a Non-Technical Survey/Community Liaison Operator.

DRC has been operating in Ukraine for more than 10 years with emergency and durable solution interventions for assisting IDPs, returnees, host communities, and conflict-affected populations. With the outbreak of the conflict in February 2022, DRC has shifted its programming to emergency response to meet the urgent needs of conflict-affected population in the country.

Overall purpose of the role:

The overall role of the NTS/CL Operator is to implement NTS/CL activities with DRC HDP Programme in Ukraine that includes:

  • Identification and assessment of explosive ordnance hazardous areas through Non-Technical Survey that will enable safe return of communities and/or productive use of land
  • Supervision of marking of contaminated areas, as part of NTS, that will generate a decrease in the number of casualties
  • Community Liaison to maximize impact and ensure community participation

The NTS/CL Operator is deployed for NTS/ CL activities following the procedures outlined in the current General OperationsProcedures (GOP) and Standard Operations Procedures (SOP)as well as National Mine Action Standards(NMAS)

Main responsibilities:

  • Assist the NTS/CL Officer in the identification of areas for NTS processes through desk studies
  • Assist the NTS/CL Officer in the planning of NTS/CL tasks
  • Implement NTS processes in compliance with relevant SOPs and guidelines, including desk research, individual interviews, focus group discussions, key stakeholders interviews and reporting
  • Assist marking activities in line with internal SOPs and National Mine Action Standards
  • Comply with timelines, deadlines, and quality standards and SOPs
  • Understand and follow all safety SOPs in Ukraine and communicate any change on the security situation to the NTS/CL Officer;
  • ConductCommunity Liaison prior to, during and after clearance to guide the deployment of assets and verify the relevance of the intervention (including post clearance surveys)
  • Maintain working relations with local authorities and with communities of intervention
  • Maintain working relations and regular Communications with security stakeholders (police, military, civil defence, vigilantes) in the areas of operations in close collaboration with NTS/CL Officer
  • Ensure and maintain the equipment in good condition and report any damage to the NTS/CL Officer
  • All other responsibilities included into the approved NTS/CL SOP
  • All other assigned duties by NTS Officer and Technical Field Manager

Experience and technical competencies:

Essential:

  • Knowledge of internal Mine Action Standard Operation Procedures
  • Knowledge of Mines and Unexploded Ordnance encountered in Ukraine (Basic Explosive Ordnance recognition)
  • Excellent knowledge of topography and map drawing, basic handling of compass, Global Positioning System, laser range finder, hand held radio and digital camera
  • Understanding of Explosive Ordnance contamination size and problem in Ukraine
  • Knowledge about Mine Action stakeholders and partners in Ukraine
  • Knowledge of local communities; actual inhabitants of these areas are preferred
  • Previous or current teaching, social work, communication with masses experience
  • Good knowledge of Microsoft Office and Google Earth mapping programs
  • Good organisational skills
  • Good communicational skill
  • Time-management skills
  • Detail oriented abilities
  • Excellent ability to work in team
  • Driving license

Desirables:

  • Certificate/Accreditation of participation in a Mine Action training by recognized INGO.
  • 1 year of proven previous experience in NTS and/or community Liaison.

Education:

  • Minimum Secondary/High school education
  • HMA experience strongly desirable

Languages:

  • Ukrainian fluency
  • English strongly preferable

  • Contract length: 3 months probation period upon successful pass of NTS Course with possibility of extension to one year

The employment contract will be offered only to NTS Surveyors upon completion of the twelve (12) day NTS Course (Monday to Saturday)
