JOB PURPOSE:

The Nutrition Officer will provide technical leadership and oversight for the nutrition program across various locations in Somalia, including Dollow, Baidoa, and Kismayo. The role involves ensuring quality management, implementation, and reporting for the nutrition program. Under the direct supervision of the Head of Programme at the Dollow Area Office and overall supervision of the Head of Area Office, the Nutrition Officer will focus on coordinating nutrition responses and strengthening the capacity of State and Regional Ministries of Health, WFP cooperating partners, and Area Office staff.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

  • Project Development: Collaborate with the Country Office Nutrition technical unit to lead the development of nutrition projects, activities, plans, and processes for the South Border Area Office, ensuring alignment with broader nutrition policies and the Country Strategic Plan.
  • Strategic Planning: Participate in strategic program discussions on the planning of nutrition programs/projects with Country Office technical teams.
  • Coordination: Work with UNICEF, the Ministry of Health, the subnational nutrition cluster, and other agencies to map nutrition needs, identify coverage gaps, and develop assistance packages in response to changing needs.
  • Partnership Management: Lead and support the Area Office management in the nutrition partnership selection process, performance management, and field-level agreement management. Oversee proposal and budget discussions for the Area Office.
  • Program Delivery: Stay informed about development trends to enhance nutrition program delivery and efficiency within the operational area.
  • Capacity Building: Advise and support the development of functional training to enhance the capacity of WFP staff and partners in designing and delivering effective food assistance programs.
  • SBCC Program: Establish specific goals, objectives, strategies, and implementation plans for the nutrition-sensitive Social and Behavior Change Communication (SBCC) program and lead SBCC interventions to completion in partnership with cooperating partners.
  • Resource Management: Coordinate with the Nutrition cluster to ensure rationalized nutrition planning across different states, avoiding duplication and resource mismanagement.
  • Technical Support: Provide technical and operational support throughout all stages of programming processes to ensure integration, coherence, and harmonization of the nutrition program with other projects within the Area Office.
  • Reporting: Prepare accurate and timely reports and learning materials, contributing to a knowledge base that informs decision-making for WFP and other stakeholders for continuous improvement.
  • Partnerships: Oversee or advise on nutrition operational partnerships, including inter- agency collaboration, to ensure a strong multi-dimensional response to nutrition needs within the Area Office.
  • Monitoring and Evaluation: Support the monitoring and evaluation of WFP nutrition activities, providing technical analysis and interpretation in collaboration with the Ministry of Health, Country Office Programme and Nutrition units, and the PMLE team.
  • Implementation of Recommendations: Ensure M&E recommendations are implemented to improve the quality and efficiency of nutrition activities. Lead follow-up on the nutrition improvement plan, including accountability and follow-up on PDAD actions for Nutrition.
  • Pipeline Management: Support the coordination of nutrition pipeline management, including Non-Food Items (NFIs) and Specialized Nutritious Food (SNF) commodities, in close coordination with the Programme and Logistics Unit.
  • Review Meetings: Organize regular review meetings to assess progress and address challenges in the nutrition program.
  • Representation: Represent WFP at state and sub-national levels to contribute to technical discussions, exchange experiences, advocate for nutrition interventions, and identify areas of potential collaboration.

QUALIFICATIONS, EXPERIENCE AND SKILLS REQUIRED:

Education: Advanced university degree in Nutrition or Health-related fields, Or first university degree with additional years of relevant work experience.

Experience: At least five (5) years of field experience with a strong focus on nutrition technical skills and food security.

Language Proficiency: Fluency (level C) in English. Intermediate knowledge (level B) of a second UN language is a plus.

Other Skills:

  • Extensive experience in managing large-scale nutrition operations in emergency settings within complex humanitarian contexts.
  • Proven familiarity with key nutrition interventions, including IMAM/CMAM and prevention programming.
  • Previous experience working with the UN is an added advantage.
  • Strong skills in coordination, and capacity strengthening, and the ability to work effectively with a range of stakeholders, including NGO partners and the Ministry of Health.
  • Knowledge of global nutrition and global humanitarian architecture including the cluster approach.
  • Excellent interpersonal and teamwork skills and demonstrated ability to work effectively in multicultural settings and teams.
  • Excellent written, oral communication skills and Microsoft office Proficient.
  • Capacity to plan and organize own work, and work with minimum supervision.
  • Demonstrated ability to strategically engage with Government and partners to develop and implement multi-sectoral programmes.
  • Able to work and achieve results under stress.
  • Conceptual knowledge of nutrition in emergencies.
