Action Against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women and children. Currently 500 expats and more than 5,000 employees are working for Action Against Hunger in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation.

Nutrition Program Manager

GENERAL OBJECTIVES:

The Program Manager is responsible for managing the project cycle, from conception to implementation and reporting. He/she ensures the coherence and quality of the project as a whole. He/she is directly responsible for the management of resources (material, financial and human) linked to the management of the project. He/she is responsible for operational representation in the intervention zone, working closely with the Head of Base.

The Nutrition Program Manager is in charge of building the capacity of the Nutrition team in the base

KEY ACTIVITIES

Objective 1: Contribute to the development, implementation and supervision of program strategy in the geographical areas of intervention.

  • Collect and analyse primary and secondary data related to the community planning and development related sectors in Gaza; this is undertaken in close coordination with other local and international organizations.
  • Identify the needs of the most vulnerable populations through regular visits and literature review, and per internal or external assessment or studies.
  • Proactive participate in the implementation and revision of Action Against Hunger programing strategy and contingency planning ensuring coherence with Action Against Hunger technical policies, position papers, modules and protocols.
  • Propose cost-effective and high-impact responses to identified needs.
  • Ensure the integration of cross-cutting issues (gender, environment and protection topics) into the strategy and the programming.
  • Develop methodology, tools and guidelines to integrate in the strategy and programming for an integrated approach between “community planning and development” and “socioeconomic empowerment”.

Objective 2: Project identification, implementation, follow-up, monitoring and capitalization as defined in the Project Cycle Management approach.

  • Provide necessary technical and methodological supports for need assessment.
  • Develop project concept notes, proposals and programs in coordination with Nutrition coordinator, administration and logistics departments.
  • Define program implementation approaches, techniques, modalities and methodologies
  • Organize, supervise and coordinate the effective implementation of Action Against Hunger programs activities ensuring that its implementation is based on Action Against Hunger principles, approaches, policies, guides…and donor requirement, including cross-cutting issues (gender, environment, protection).
  • Analyze the appropriateness, adequacy and potential impact of all interventions based on an ongoing analysis of the context in the areas of operations and beneficiary needs.
  • Identify program constraints and problems during implementation (planning, timeframe, expected achievements), propose solutions and implement after validation by line managers.
  • Develop an adequate monitoring and evaluation plan in coordination with “GIS, Database and M&E Manager”; linked with the relevant program/ project objectives and indicators, and ensure that all information and experience in the field and during the implementation of the program is documented and stored appropriately, and methods for the sharing of such knowledge are utilized.
  • Monitor projects expenditures against the approved budgets, Admin and Logistics departments in order to justify or revise significant variances.
  • Provide regular internal reporting according to Action Against Hunger internal reporting structure (APR, etc), and ensure that all donor reporting requirements are produced in a timely and accurate manner.
  • Participate in the development of all technical tools and documents related to projects (ToRs for consultants and evaluators in coordination with “GIS, Database and M&E Manager”; ad hoc reports, capitalization reports, etc…)
  • Disseminate Action Against Hunger monitoring and evaluation documents locally to partners, beneficiaries and other stakeholders.

Objective 3: Liaise with local authorities, partners, UN agencies, cooperatives, research institutes, organizations, NGOs, government bodies and clusters at base level

  • Represent the nutrition and health component at programme level and in the geographical area in which it operates at regional coordination meetings, meetings with the authorities and visits from donors and partners.
  • Develop and structure communication with local contacts (regular meetings, identification of key local contacts and development of collaboration with these contacts) in order to foster a harmonious and productive relationship.
  • Support and ensure project staff by engaging them in regular consultation with all stakeholders (including participating communities, government ministries and departments, consultants…
  • Establish appropriate information-sharing relationships with staff in similar positions within other NGOs, government agencies, academic institutions, partners, cooperatives or beneficiaries in Gaza.
  • Participate in external workshops, working groups and other meetings relevant to sector activities.

  • Contribute to advocacy and policy-development activities in the relevant sector at all levels.

Objective 4: Team management

  • Contribute to the definition of the Nutrition department in Gaza according to the strategy approved.
  • Provide technical and conceptual leadership to the teamF and ensure that a high quality of implementation is maintained.
  • Participate in the recruitment and training of field officers, social workers and new members of department.
  • Plan and coordinate team members’ activities through weekly and monthly work schedules.
  • Identify the team’s training needs.
  • Evaluate each team member’s performance once per year, in collaboration with the Admin/HR department and Head of Base.
  • Coordinate with HR department to prepare mission training plan (MTP) and identify relevant trainings.
  • Prepare coaching sessions to team members regarding required competencies or technical capacity building.

Objective 5: Coordination, Security and other tasks

  • Ensure that all projects and activities within the relevant sector are consistent with the geographical and oPt strategy
  • Participate in cross-functional assessments and appraisal activities, general evaluations…
  • Participate in regular coordination meetings (weekly base, oPt mission meetings….).
  • Work with the support Team (Admin / Log) and other Program Managers to ensure the provision of relevant administrative and logistical information for the sector.
  • Provide support to other sectors where appropriate upon request.
  • Duties that are inherent to the position and requested according to missions’ needs and context
  • Review, update and edit documents produced by the team.
  • Undertake translation of meeting procedures and documents as required.
  • Ability to monitor work implemented out of office hours in coordination with project staff and Head of Base.
  • Driving within Gaza base and field sites.

CANDIDATE DESCRIPTION:

  • University degree in public health/Nutrition/Medical sciences. Relevant post-graduate level qualification. Knowledge of Nutrition programming
  • Nutrition technical knowledge.
  • Ability to write donor reports and proposals in English.
  • Two years of relevant professional experience in programming in international organizations or national NGOs.
  • Demonstrable experience in Project Cycle Management including budget preparation.
  • Familiarity with international donors’ procedures and reporting is a plus.
  • Experience of humanitarian or emergency programming.
  • Experience of Monitoring and Evaluation of programs/ activities is a plus.
  • Training and capacity building experience.
  • Motivation and commitment to humanitarian work and values.
  • Strong analytical skills.
  • Able to propose innovative solutions.
  • Diplomatic and tactful, positive and solution oriented, professional and transparent.
  • Team spirit and excellent communication skills.
  • Organized and self-motivating.
  • Experience in team management and conflict resolution.
  • Able to understand and work in a complex political context.
  • Excellent in reading, writing and speaking English. Arabic is a huge asset
  • MS Word, Excel, PowerPoint, and email/internet software.
  • Ability to travel in Gaza and stay overnight.

REMUNERATION PACKAGE

We offer immediate Incorporation into a multicultural, professional and innovative organization with the possibility of participating in projects with high social impact.

  • Contract Length: 6 months with possibility of extension.
  • Based: in Gaza
  • A compensation package estimated at 54,826 EUR gross/year consisting of:
  • Salary: 35,026 € gross/year divided into 12 payments.
  • Difficult allowance: 4,800 EUR per year (Once the person is inside Gaza and not fixed. This plus is reviewable throughout the contract based on the applicable risk analysis.
  • Benefits package * estimated at 15,000 euros / year paid directly by the organization that includes:
  • Life, accident, health and repatriation insurance for the expatriate.
  • Emotional care service at the service of the employee and family.
  • Housing or similar accommodation.
  • Help with transfer or change of mission (depending on the duration of the contract).
  • Breaks: Displacements to the reference area, Per Diem of the break of 215 euros and travel allowance of 400 USD covered by the organization (depending on the number / year of breaks determined by the mission).
  • Refund of all costs related to departure on assignment: (visas, vaccinations,)
  • 25 days of paid vacation per year.
