BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

South Sudan continues to face multiple intersecting crises. Insecurity, subnational violence, and the effects of climate crisis have adversely affected the food security of many South Sudanese families. The ongoing conflict in Sudan continues to compound an already dire situation, forcing thousands of people to cross into South Sudan.

As of 19 October 2023, over 317,990 people had crossed into South Sudan. Of these, 91 percent were South Sudanese returning to a country hosting over 300,000 refugees and 2.3 million internally displaced persons, with limited livelihood opportunities. Basic services for people living in South Sudan and new arrivals remain strained, further complicating the provision of humanitarian assistance.

Recent rapid assessments by WFP indicated that returnees arriving now in South Sudan are particularly vulnerable, having lost or sold much of their belongings, with some reporting they had experienced protection incidents, including gender-based violence. Their vulnerability differs from returnees that initially arrived at the start of the crisis.

Under the direct supervision of the Head of Programme in Bor Field Office, the incumbent will be responsible for ensuring quality implementation of the nutrition interventions in Jonglei and Upper Nile States. Working directly with the nutrition focal points, head of programme and head of field offices, the FO Nutritionists will be responsible for all nutrition programming in the two foresaid States. Key responsibilities include:

 

ACCOUNTABILITIES/RESPONSIBILITIES:

1. Provide overall technical support and guidance for all nutrition programmes implemented in Jonglei, and Upper Nile states

2. Oversee the nutrition emergency response (Sudan crisis) in the two states, including planning, implementation and coordination.

3. Assist WFP FO and partners to develop operational and implementation plans, estimate beneficiary caseloads and commodity requirements for 2024

4. Follow-up with logistics regarding the delivery of nutrition supplies, ensure stock out at sites is minimal

5. Support the organization of state level nutrition related coordination forums, working groups, technical meetings, and training activities planned for Q3/4

6. Provide continuing liaison with UN agencies and with NGOs at state level

7. Prepare regular reports – describing implementation process and presenting baseline and end-line values of all project-specific outcomes.

8. Provide weekly updates on the Sudan crisis, inputs for the SITREPs, USAID and other project specific activities as needed.

9. Be flexible to accommodate additional tasks

 

DELIVERABLES AT THE END OF THE CONTRACT:

1. Weekly nutrition update on the Sudan crisis response, inputs for the SITREPs, USAID and other project specific activities provided.

2. and regular nutrition activities in the two states.

3. Quarterly review meeting undertaken for Bor, Malakal, Renk and Maban FO

4. Operational plan needs for Unity and Lakes States are updated.

5. A bi-weekly touch base meetings organized with Field Office Focal Points and Alternates in for Bor, Malakal, Renk and Maban FO

6. Sub national contingency and floods response plan for Bor, Malakal, Renk and Maban FO

7. Quarterly field monitoring and supervision per each Field Office

8. Weekly TDD/BUB status update shared to for Bor, Malakal, Renk and Maban FO

9. NFRs, amendments and addendum to Field Level Agreements (FLAs) reviewed as needed

10. CP payment and invoice tracker for Bor, Malakal, Renk and Maban FOs is developed and updated monthly.

Skills required

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education

Advanced University degree in Nutrition, Public Health, Food Technology, Medicine or another relevant field

Experience

  • At least 5 years of postgraduate progressive experience in a related field Experience in implementation of emergency nutrition programmes in complex emergencies is critical.
  • Experience in working in public health and nutrition related activities in field-based settings.
  • Experience in a hardship duty station or emergency operation is an added advantage.
  • Knowledge and Skills
  • Strong analytical skills and ability to conceptualize complex nutrition issues, analyse data, produce thorough reports and policy recommendations. Strong initiative, coordination skills and ability to effectively lead nutrition programmes in deep field locations.

Languages

Fluency in oral and written English, working knowledge of Arabic is an added advantage

 

Duty Station: Renk, South Soudan

 

Preferred start date and duration: asap for 6 months, extendable (BoM negotiable)
