This Office Director position is located in the Bureau of Global Talent Management, Office of Organization and Talent Analytics (GTM/OTA) in Washington, DC. The mission of GTM is to recruit, develop, and empower the world’s premier diplomatic team to advance U.S. foreign policy goals. This includes taking care of the Department of State’s people as we continually endeavor to serve and deliver dynamic 21st-century talent management. The incumbent reports to a DAS in GTM.
The Office Director provides leadership to the GTM/OTA team and serves as the senior management advisor to the Director General of the Foreign Service and Director of Global Talent Management on world-wide workforce planning. The incumbent plays a key role in the Department’s management of its Civil Service and Foreign Service workforce, and is responsible for developing, presenting, and justifying human capital requirement options in line with foreign policy priorities and objectives as well as legislative mandates. Conditions of Employment
This position is a drug-testing designated position subject to random testing for illegal drug use. Appointment will be subject to the applicant’s completion and favorable adjudication of a background security investigation. The Ethics in Government Act, PL 95-521 requires the applicant selected for this position submit a financial disclosure statement, OGE-278, prior to assuming the SES position, annually, and upon termination of employment.
Qualifications
Unless you are currently serving under a career Senior Executive Service (SES) appointment, are eligible for reinstatement into the SES, or have successfully completed a SES Candidate Development Program approved by OPM, you must submit a narrative statement covering each of the Executive Core Qualifications (last five questions). You should limit your narrative to two pages per Mandatory Technical Qualification and Executive Core Qualification.
