Position description

This Office Director position is located in the Bureau of Near Eastern Affairs, Office of Regional and Multilateral Affairs (NEA/RMA) in Washington, DC.  The mission of NEA is to lead U.S. foreign policy in the Middle East and North Africa region through carefully administered diplomacy, advocacy, and assistance that advances the interests, safety, and economic prosperity of the American people.  The incumbent reports to a DAS in NEA.

Duties

 

NEA/RMA leads the bureau’s efforts in the strategic competition with China and Russia as well as efforts to expand regional political and economic integration.  Responsible for five of the critical mission areas identified in the Secretary’s modernization agenda (climate, global health, cyber and emerging technology, economics, and multilateral diplomacy) in the NEA region, the Office Director provides authoritative, executive-level advice, consultation, guidance, and leadership to the bureau Assistant Secretary on major cross cutting issues and contributes substantially to integrating bureau activities.  These issues include regional political and economic integration, political military affairs, multilateral organizations, counter-narcotics, environment/climate, emergency/pandemic preparedness, refugees, counterterrorism, and human rights.  Specifically, the incumbent:

  • Manages operations and directs staff at various levels within the office and has the final say in all personnel actions and organizational design proposals ensuring that decisions align with the organization’s vision, mission, and values while complying with all legal and ethical standards.
  • Oversees NEA/RMA policies, applying an appreciation for U.S. diplomatic and foreign policy goals, and the rapidly changing political environment in the region. Keeps abreast of new policies, directives, and authorities related to RMA equities and proposes new policy initiatives for senior leadership consideration.
  • Allocates fiscal and human resources within the office and performs the necessary organizational activities to acquire additional resources. Directs the establishment of appropriate internal control systems to ensure that Office resources are adequately safeguarded; obligations and costs incurred comply with applicable laws and regulations; and revenues and expenditures pertaining to operations of the Office are promptly recorded and accounted for in accordance with applicable federal laws, regulations, and executive orders.

  • U.S. Citizenship is required.
  • Must be able to obtain and maintain a Top Secret security clearance.
  • Incumbent will be subject to random drug testing.
  • Requires a financial disclosure statement, OGE-278.
  • One year probationary period, unless excepted by regulation.
  • Verification of employment eligibility in the United States is required.

 

This position is a drug-testing designated position subject to random testing for illegal drug use. Appointment will be subject to the applicant’s completion and favorable adjudication of a background security investigation. The Ethics in Government Act, PL 95-521 requires the applicant selected for this position submit a financial disclosure statement, OGE-278, prior to assuming the SES position, annually, and upon termination of employment.

 

Qualifications

Unless you are currently serving under a career Senior Executive Service (SES) appointment, are eligible for reinstatement into the SES, or have successfully completed a SES Candidate Development Program approved by OPM, you must submit a narrative statement covering each of the Executive Core Qualifications (last five questions). Your examples should be clear and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments with results of your actions, policy initiatives and level of contacts. You should limit your narrative to two pages per Mandatory Technical Qualification and Executive Core Qualification. Your experience and resume should explicitly demonstrate the following:

  • MTQ 1:  Demonstrated experience working on issues related to the Middle East and North Africa and/or specialized experience in one or more of the following critical mission areas (Cyberspace and Emerging Technology, Climate, Global Health, Economic Statecraft, and Multilateral Diplomacy).
