Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.

IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). IFRC also adheres to strict child safeguarding principles.

Job Purpose

Reporting to the Corporate Services Coordinator, the Human Resource Development Officer is providing specific and technical human resources support to the Afghan Red Crescent Society (ARCS). He/She will work closely with Federation-wide and ARCS HR focal point to implement the current critical HR needs to pursue institutional recovery following their recent crisis. The HR Development Officer will develop an understanding and collaborative plan for future HR needs of the National Society, in liaison with NS Preparedness & Development Delegate.

Job Duties and Responsibilities

Overall:

• Conduct HR needs assessment and subsequent action plan to create and implement a roadmap in collaboration with the ARCS HR focal point and the NS Preparedness and Development Delegate.

• Incorporate the long-term HR development plans within the NSD scope and in accordance with the Unified planning.

 

Implement with ARCS and IFRC the identified critical HR priority actions:

• Support in design and implement a coherent organizational structure that is consistent with organization practices and appropriate to programme needs

• Support the development of recruitment, selection and placement policies, procedures and tools. This should include job level indicators and salary scales.
• Support in development of local staff rules and regulations for ARCS, in line with local legislation, and IFRC minimum guidelines and practices.
• Collaborate with IFRC technical colleagues, and ARCS HR in the development of job descriptions for new and existing ARCS staff roles.
• Provide advice and support to the ARCS HR focal point to develop and establish an HR Department within the NS, and a team composition to meet the necessary business needs
• Work closely with the programme departments of the National Society to ensure that adequate HR inputs are provided and incorporated during development and implementation of all projects/programmes.
• Support in managing an appropriate Performance Management system to ensure that the organization has a ready supply of staff with the requisite skills and competencies.
• Support in assessment, design and establishment ARCS HR System incoordination with ARCS HR Team and IFRC NS Preaparedness & Development Delegate.

 

IFRC HR priority actions:

 

• Handling recruitment and selection processes, including posting job advertisements, screening resumes, scheduling interviews, and conducting background checks.
• Conduct onboarding and orientation process for new employees. Ensure employee complete mandatory training
• Handling employee exit process including processing asset clearance during End of Mission (EoM)
• Support on all HR matters of local staff, international delegates, consultants; including contract management; orientations and briefings; remuneration; insurance coverages; inductions, communicating HR polcies and management of Personnel and other HR files.

• Support the Corporate Services Coordinator and Head of Delegation to ensure the Afghanistan Delegation upholds IFRC’s integrity standards, including code of conduct, prevention of sexual exploitation and abuse, child protection and anti-harassment policies.

 

General responsibilities:

• Represent HR and closely collaborate with the Human Resources Unit in the Asia Pacific Regional Office;
• Other tasks as assigned by the Corporate Services Coordinator;
• Assist in admin matters as requested;
• Ensure confidentiality is maintained strictly at all times.

Education

Required :

• University Degree in Human Resources Management, Management, Administration or Public Administration or equivalent .
• Human Resources Diploma or certificate.

 

Experience

Required:

• At least 3-5 year of Human Resources experience.
• Experience in the development of strategic and operational HR plans and their implementation in a professional work environment.
• Knowledge of Human Resources Information systems.
• Advanced skills in computers (Windows, word processing, spreadsheets).
• Must possess a standard of fluency in written and spoken English.
• Able to work independently and as part of the team.
• Exceptional organizational ability with an eye for detail.
• Documentation preparation / presentation and computer-based production skills.
• Sensitive to cultural and regional issues.

Preferred:

• Experience with the International Humanitarian Organization.
• Experience with the Red Cross and Red Crescent Movement.

Knowledge, Skills and Languages

Required:

• Fluently spoken and written English.
• Fluently spoken and written Dari/Pashto.
