Organizational Context

The International Federation of Red Cross and Red Crescent Societies (“the Federation”) is the world’s largest volunteer-based humanitarian network with 190 National Society members.  As part of the International Red Cross and Red Crescent Movement, our work is guided by seven fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity and universality.

The Secretariat of the Federation (“the IFRC”) works to a Business Model and has a Business Delivery Plan with key commitments that sharpen its focus, clarity, and efficiency and accountability results.  The Secretariat, headquartered in Geneva, has five decentralized regional offices: one of which is in the Americas, guided by the Secretariat strategies for implementation and areas of focus that builds on the vision of strategy 2030. 

The duty station for this position will be in Central America (Honduras, Guatemala, Nicaragua, Costa Rica). The post holder will undertake frequent trips to project countries (25% – 50%) to support the implementation of the programmes related to migration related to the operations or programs developed by each National Society.

Job Purpose

It is the role of the Migration Officer for the Central America Cluster to provide technical support in the significant of working in relation to migration, protection, gender and inclusion activities with the 5 National Societies, to adopt an integrated programmatic approach to address the risks and vulnerabilities of migrants and people who need protection against violence and discrimination according to Strategy 2030; IFRC’s Global Migration Strategy and the RC Regional Migration Plan of Action (2021-2024).

The post will report to the Coordinator of Programs and Operations with a technical line to the Regional Migration Social Inclusion and Non-Violence Coordinator and the Protection, Gender and Inclusion Regional Coordinator.  He/she will strengthen the promotion of a holistic and integrated approach to disaster and crisis risk management, supporting the promotion and implementation of the migration strategy, the Migration Action Plan for the Americas and the regional planning for social inclusion, protection and gender.

Job Duties and Responsibilities

Technical and Operational tasks

  • To support NS in the implementation of migration strategy, Global route-based migration program and the Migration Regional Action Plan as a Movement.
  • Work with the NS in monitoring trends and events to generate timely information for strategic planning.
  • To provide technical support to NSs and to coordinate and promote programs and trainings to staff and volunteers on migration, PGI, focused on the development of country plans to provide a medium- and long-term humanitarian response.
  • To work closely with the rest of the ARO team and the CC focal points to build a sound advocacy strategy in those key elements.
  • To ensure support to each emergency operations into the cluster requiring guidance leadership on migration and protection, gender and inclusion situations
  • To identify capacity development needs within NS and cluster team on migration and PGI and develop / deliver trainings for staff and volunteers accordingly
  • Develop multi-sector evaluations on migration along with CCD/ARO staff to identify gaps on migration/PGI response as well as to identify new/increased needs
  • Follow up lateral links within the Red Cross movement and other organisations involved with migration issues such as Ministries, OIM WHO / PAHO, UNAIDS, UNICEF, UNHCR an regional level, with the support of the Regional Coordinator, Migration, Social Inclusion and Non-Violence
  • Ensure effective working relationships with National Society counterparts.
  • Ensure a good working relationship and coordination with the ICRC and PNS delegations in the country clusters
  • Represent the cluster in specific spaces, when necessary and required.
  • Ensure that early recovery actions are linked to longer term recovery and promote environment and local context respect solutions in areas relevant to migration and protection, gender and inclusion
  • Support the development of long- and medium-term programs in National Societies, promoting coherence and synergies between programs and priority sectors.
  • Work with PMER colleagues in IFRC and the NS’s to ensure that planning, monitoring, evaluation and reporting requirements are met in a timely and efficient manner.

Strategic tasks

  • Work closely with colleagues (Cluster, ARO, RC/RC partners) to ensure effective communication and reporting mechanisms; a thorough understanding of contract compliance requirements by all stakeholders, and thorough understanding of IFRC’s policies.
  • Participate in regular coordination meetings with the funding partner, Head of Cluster and ARO staff.
  • Liaise with key external actors to ensure synergies in the implementation of the projects/programmes and liaise with relevant stakeholders and government authorities to inform them about the activities and ensure their full support at National and regional level.
  • Work with the NS and the Programs and Operations unit to search for new funding opportunities and develop concept notes or proposals.
  • Participate in regular coordination meetings with the NS’s within the scope of the migration projects/programmes and related fields
  • Coordinate closely with IFRC counterparts (Cluster, ARO, etc.), as well as with the other components of the RC/RC Movement present in the NS’s to ensure a coordinated approach to avoid duplication of effort.
  • Represent IFRC in relevant internal and external meetings.
  • Work hand in hand with IFRC PGI focal points to ensure that established PGI minimum standards are included in cluster activities.

Promote capacity building of National Societies in the areas of migration, protection, gender and inclusion. 

Education

University degree in relevant area Social science, International relation, Law

Post-graduate degree in education, social science (MSc, MA) or social work (MSW) from an internationally recognized university or other major post-graduate qualification with a significant educational component.

Experience

Required

At least 5 years of experience in project management regarding migration and/or protection, gender and inclusion.

Field experience in coordinating and managing humanitarian response

Experience in interinstitutional coordination and/or with CSO related to migration/protection

Experience in project cycle management including proposal development, budgeting and reporting, monitoring, evaluation and funding implementation

Good knowledge and relevant work experience in the regional context

Preferred

At least 2 years of experience in project management regarding protection, gender and inclusion

Work experience with RC/RC

Experience developing / delivering trainings on migration and/or PGI

Experience in needs assessment and/or multi-sector evaluations in the region regarding migration and protection needs
