Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.”  IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

 IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

 IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). IFRC also adheres to strict child safeguarding principles. 

 During the first half of May 2024, the state of Rio Grande do Sul in Brazil suffered heavy rains with over 1,000 millimeters of rainfall recorded during the period. As a result, the rains affected 469 of Rio Grande do Sul’s (RS) 496 municipalities, affecting 2,345,400 people (20.7% of the state’s population). According to the Civil Defense bulletin of 25 May 2024, there were 165 fatalities, 64 missing persons and 806 injured. The Civil Defense estimates that around 55,791 people are in shelters and 581,638 are displaced.

 The government declared a state of calamity, a status recognized by the federal government. As a result, RS state can now request federal resources for civil defense actions, such as humanitarian assistance, infrastructure rebuilding and the restoration of essential services.

 IFRC has launched an emergency appeal for CHF 8 million to assist 63,412000 flood-affected individuals in Rio Gande do Sul, Brazil, over twelve months. The response includes an initial three-month emergency phase followed by recovery efforts. Activities will distribute household items and shelter kits, provide Cash and Voucher Assistance (CVA) for shelter, and deliver 5,000 hygiene kits. Training for 150 volunteers in health, community engagement, WASH, psychosocial support, and gender inclusion aims to enhance community resilience. The initiative integrates psychosocial support into all activities and includes primary health care. Emergency WASH activities will ensure safe living conditions, despite challenges in onsite evaluations due to persistent heavy rains and the disaster’s extensive geographical impact.

IFRC is currently seeking an Officer, Planning, Monitoring, Evaluation and Report to oversee and coordinate this comprehensive response effort. The Officer will be based in Buenos Aires, Argentina, and travelling to Brazil on a mission as requested.

Job Purpose

The Emergency PMER Officer primarily supports operational planning, monitoring, and reporting for the EMERGENCY operation. This includes all actions to ensure quality and timely delivery of emergency appeal planning and reporting documents (revisions, operation updates, pledge-based reports, among others), as well as monitoring and evaluation. Furthermore, s/he will work with the National Society engaged in the EMERGENCY operation response actions and Country Cluster Delegation team to improve PMER capacities, ensuring compliance with IFRC PMER standards and the National Society’s needs in planning, monitoring, evaluation, and reporting.

Job Duties and Responsibilities

Planning

  • Contribute to the planning document related to the EMERGENCY operation.
  • Review and provide feedback during the design of proposals and logical frameworks to ensure logical coherence, SMART indicators, and inclusion of means of verifications, targets, and baselines.
  • Collaborate with the PMER focal points colleagues in the Country Cluster Delegation and Americas Regional Office in other PMER activities related to the EMERGENCY and other related programs.
  • Contribute to the National Society’s Development of PMER tasks and capacity by providing technical support that fosters operational planning, monitoring, and reporting with accountability and evidence-based outcomes.
  • Support the Country Cluster Delegation team with PMER duties, as needed, to ensure business continuity.
  • Maintain knowledge, understanding, and use of the IFRC planning, monitoring, evaluation, and reporting systems and procedures.

Monitoring

  • Advice and support to National Society, as well as the Country Cluster Delegation team, on the use of tools such as log frames (objectives, indicators, targets), monitoring and evaluation (M&E) plans, Gantt charts, indicator tracking tables (ITTs), baseline – end line studies and matrixes to monitor outcomes, outputs
  • Develop and train on the use of monitoring and reporting templates, in coordination with IFRC teams (Head of Health, Disasters, Climate & Crises Unit (HDCC) and PMER).
  • Support to National Society and Country Cluster Delegation for the regular monitoring of projects, programs and plans to facilitate results-based management and to strengthen accountability and evidence-based results.
  • Participate in regular meetings with Country Cluster Delegation, Americas HDCC, and Americas PMER, as required. Contribute to the monitoring of project status and reporting, including the sending of reminders on upcoming reports.
  • Coordinate with the NSD Coordinator for the Southern Cone to align actions in Brazil.
  • Monitor timelines to ensure that all the pledges to the EMERGENCY appeal are reported on time.

Evaluation

  • In coordination with the PMER officers, serve as the Country Cluster Delegation focal point for planned evaluations or lessons learned exercises related to the EMERGENCY Operation.

Job Duties and Responsibilities (continued)

Reporting

  • Lead the twelve months update and the final Emergency Appeal reports related to the EMERGENCY operation
  • Prepare and deliver the narrative reports for the operation, ensuring coherence of the information, edition, and formats in coordination with the operations team in the Country Cluster Delegation and HDCC Americas and in compliance with the IFRC quality standards and timeliness to fulfill established deadlines.
  • Ensure programmatic information in reports is coherent with financial information in cross-checking/ verification processes with the finance team in Country Cluster Delegation.

National Society Development in PMER tasks

  • Work with the National Society staff involved in the operation to provide technical support (remote and in the field) for operational planning, monitoring, and reporting with accountability and evidence-based

Other PMER duties

  • Maintain knowledge, understanding and use of the IFRC planning, monitoring, evaluation and reporting systems and procedures.
  • Support the Country Cluster Delegation team with PMER duties in other emergencies, as needed, to ensure business continuity
  • Ability to deploy within the RC/RC structure emergency response personnel, as needed.

Education

– University degree or bachelor’s degree in economic or social sciences, Project Management, or equivalent qualification (required).

Experience

– 3+ years reporting experience (required).

– 2+ years project planning and reporting experience (required).

– At least 2 years of experience in complex emergency operations Familiarity with IFRC emergency operations (required).

– Familiarity with IFRC emergency operations (required).

– Acquainted with IFRC policies, procedures and systems (required).

– 2 to 3 years of relevant experience related to managing relations and portfolios with clients/partners. Experience in building and maintaining strategic relationships with partners (required).

– Work experience at international and/or national level and/or volunteer experience in the RC/RC Work experience with one or more of the key income streams (required).

 

Knowledge, Skills and Languages

– Strong background in report writing and product delivery to tight deadlines.

– Experience in the implementation of monitoring and evaluation systems for projects/programme.

– Analytical and solution-focused person.

– Self-supporting in computers (Windows, spreadsheets, word-processing, email, etc.) Demonstrate readiness to learn and increase knowledge (required).

– Experience in project management, market assessment, and funding development. Experience in building and maintaining strategic relationships with partners (required).
