Danish Refugee Council is one of the world’s leading humanitarian NGOs, working in more than 40 countries to provide adequate assistance with a rights-based approach to refugees, asylum seekers, internally displaced persons, returnees and migrants.

DRC established operational presence in Colombia in 2011 with focus on Humanitarian Mine Action (HMA) and providing support to conflict-affected population in the south of the country. With the onset of the large mixed migration flows into Colombia due to the Venezuelan crisis, DRC started up an integrated humanitarian response in 2018 to meet the urgent needs of refugees, asylum seekers, migrants, Colombian returnees, and host communities. Hence, DRC has been able to assist the Colombian population, Venezuelan refugees, migrants and host communities through its integrated humanitarian response.

Responsibilities:

Complaint Registration and Investigations:

  • Setting complaint (RSM) tracks, managing complaint tracks (e.g. hotline, green line, e-mail, complaint boxes etc.) and receiving RSMs in person. Advising reporting persons (Reporting Persons) on DRC’s CoCRM structure and procedures, available reporting opportunities and other.
  • Registering RSMs in the Code of Conduct Tracking Tool and informing the Gate A+ (Region) or Gate B (HQ) Registrars of such registration.
  • Updating the Code of Conduct Tracking Tool with available information. Supporting the Gate A+ (Region) or Gate B (HQ) Registrars for the purpose of providing feedback to the Reporting Persons.
  • Coordinating with the Regional Registrar for CoC and coordinating with the relevant MEAL team in charge of the CFM in order to ensure appropriate processing of sensitive complaints received via the CFM.
  • Keeping updated track of the cases pending actions and folders update.
  • Reporting to regional office on any gaps or errors found in the CoC Tracking Tool and providing internal analyzed data if required.
  • Commit to maintain the confidentiality of information related to the CoCRM.
  • Conducting internal investigations as investigator under the monitoring of the relevant Regional or HQ authorizing officer (AO).
  • Producing high quality reports on investigation (closure or investigation reports), and advisory reports on gaps, risks and issues identified during investigation.
  • Support in other activities required for the proper functioning of the CoCRM, according to DRC internal guidelines (e.g. making interview records, supervising other investigators as case officer, among others).

Safeguarding focal point

  • Support the safeguarding specialist delivering and supporting the dissemination of PSEAH trainings and CoCRM awareness sessions to staff, management, implementing partners’ Workforce and persons of concern (PoCs) as required (e.g. preparing presentations, delivering trainings, among others).

Collaboration with Colombia’s Teams

  • Collaborating with the relevant Registrars at country and regional levels to maintain an efficient connection between the CoCRM and the CFM in their regional area to register and fast-track PSEAH related cases.
  • Be focal point for liaison with HR on trainings follow-up.
  • Be focal point for liaison with the MEAL area for compliance with reporting responsibilities to the DNA consortium and establishment of the F-CRM/MPQR in ACM programs.
  • Support the safeguarding specialist in any other related task according to needs that might arise (e.g. participate in kick-off meetings, collaborate with other areas for audits, request for information, among others).

Risk and Compliance

  • Support the safeguarding specialist on identifying, flagging, and suggesting mitigation measures around fraud and corruption risks that might arise.
  • Support and evaluate areas of compliance risk while feeding into risk registers and recommend corrective actions.
  • Follow-up on suggestions made from the Safeguarding and CoC department to other areas (e.g. support the advisory reports follow-up in country level when required).
  • Build capacity of the team, conduct and/or plan training on topics such as strengthening internal controls and fraud detection.
  • Work with Risk and Compliance regional and HQ staff to update compliance and accountability improvement Plans.
  • Work with operations department to ensure DRC policies and procedures are relevant, communicated, and implemented.
  • Support the specialist in updating the reporting requirements matrix with the organization’s active donors and in following up on the fulfillment of reporting responsibilities within the established deadlines.
  • Support on internal and external audits.

Experience and technical competencies:

  • Two years of work experience.
  • Experience in developing and delivering training.
  • Experience writing high quality reports in Spanish and English.
  • Ability to work with a high level of confidentiality.
  • Strong communication (written and spoken) and interpersonal skills, with experience working with multicultural teams.
  • Demonstrated attention to detail and ability to effectively manage a large volume of data and information.

Education: (include certificates, licenses etc.)

  • University degree in social sciences, international relations, law, and related areas.
  • Proficiency in Microsoft office programs.

Desired:

  • Certificate as a researcher.
  • Studies focused on gender, human rights, or social projects.
  • English professional level (intermediate).
