Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the leading global voice on the environment. Within its Climate Change Division (Mitigation Branch, Global Climate Action Unit), UNEP hosts the International Methane Emissions Observatory (IMEO), which exists to provide open, reliable and actionable data to the individuals with the agency to reduce methane emissions. IMEO integrates methane data from various data streams, including oil and gas companies’ reporting to the Oil and Gas Methane Partnership 2.0 (OGMP 2.0). OGMP 2.0 is the only comprehensive, measurement-based global reporting framework for the oil and gas sector. A consultant with expertise in the oil and gas upstream sector and familiarity with methane detection, quantification and mitigation is needed to support the engagement of upstream companies in the Oil and Gas Methane Partnership 2.0 and to provide technical advice and support to OGMP 2.0 member companies and to the Programme Manager in charge of OGMP 2.0. The consultant will perform the following tasks: 1) Regular technical calls with upstream companies. 2) Technical feedback and guidance to OGMP member companies and UNEP team in charge of OGMP 2.0 3) Lead the review and analyse OGMP companies’ annual reporting (with focus on implementation plans)
Qualifications/special skills
– Advanced university degree (Masters degree or equivalent) in environmental, sciences or engineering relevant field; – A first university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree; – At least seven years of relevant work experience in the oil and gas sector; – Expertise with methodologies and technologies for the detection, quantification and mitigation of methane emissions within the oil and gas sector; – Intellectual agility and comfort with working on a wide variety of environmental topics; – Experience / knowledge of remote sensing and top-down measurement technologies a plus; – Ability to work independently and support a multi-disciplinary team, using independent judgment to plan, prioritize and organize a diverse workload in a fast-paced environment;
Languages
– For the post advertised, fluency in oral and written English is required. Additional languages are an asset.
Additional Information
The Consultant will lead the engagement of upstream companies into the Partnership. He/she will organise technical calls with upstream members and potential members throughout the year to advise and support them on technical topics related to sources of methane emissions as well as methane detection, quantification and mitigation technologies and methodologies. The consultant will review upstream companies implementation plans, provide technical feedback to assist their annual reporting, uncertainty and reconciliation approaches, NOJV engagement plans. He/she will serve as point of contact for current and prospective OGMP 2.0 companies from the upstream segment. The consultant will provide technical backstopping to the OGMP team, with focus on methane emissions detection, quantification and mitigation technologies. The consultant work with OGMP member companies on their data methodologies and provide technical feedback and guidance to assist their reporting.
