The position of Operations Analyst is assigned to the Environment group of the Climate Change, Resilience and Environment Cluster (CCRE) within the Climate Change and Sustainable Development Department (CCSD). You will be based at our Headquarters in Manila, Philippines.
You will report to designated International Staff and senior National Staff.
As an Operations Analyst, you will provide operational and analytical support in achieving the Environment group’s work which includes processing and implementation of technical assistance (TA) projects, contribution to knowledge events and products, administration of trust funds, including preparation and utilization of administrative budget allocation by ensuring compliance of related transactions with ADB’s established policies, procedures, and practices.
You will:
Project Administration:
  • Support TA administration tasks by analyzing progress reports, processing amendments, reviewing various documents and contracts, tracking disbursements; reviewing and ensuring that the assigned TAs are properly planned, monitored, and reported including monitoring of TA advances and closing to ensure timely liquidation.
  • Assist in processing letters of agreement with collaborating organizations and in reviewing and monitoring grant assisted projects in relation to optimal utilization of grant proceeds to ensure good financial management practices.
  • Monitor and ensure project compliance with ADB policies, procedures, and practices; highlighting potential problem areas, liaising with counterparts from regional departments, resident missions, Controller’s Department (CTL), Partner Funds (CSPF), and Procurement, Portfolio, and Financial Management Department (PPFD).
  • Collect, verify, and/or prepare periodic status reports including making updates in eOperations and relevant ADB systems, e.g., progress reports, TA Agreements, Design Monitoring Framework, TA Completion Report, and TA Change in Scope/Implementation Arrangements.
  • Review and update TA budget including processing of reimbursement claims including for travel; liaise with consultants and collaborating organizations/agencies.
Consultant Recruitment and Mobilization:
  • Initiate the consultant recruitment process through CMS and verify, analyze, and evaluate information provided in the Expressions of Interest. Ensure the completeness of information provided and appropriate due diligence efforts are carried out prior to contract negotiations. Respond to inquiries regarding the assignment as necessary and undertake actions to finalize the recruitment for the team.
  • Review, analyze, and prepare consultants’ request for contract variation, advise and assist consultants on other contractual matters; review consultants’ claims and monitor progress of consultants’ services against provisions under the contract.
Work Program and Budget Programming and Management:
  • Contribute to the preparation of the team’s annual administrative budget by consolidating the Environment work program and preparing corresponding financial resource requirements and background materials. Prepare the midterm budget review and revised budget estimates. Monitor and analyze utilization of administrative budget to ensure that expenditures are properly accounted for and that deviations from forecasts are justified. Recommend budget reallocation where necessary and appropriate based on the teams’ requirements and work programs.
  • Record and review budget information in applicable systems against the team’s budget requirements. Advise colleagues on cost-effective and efficient ways to utilize available budget according to the climate change work program within a specified period.
Administrative Support/Others:
  • Support the organization/implementation of training, seminars, conferences and workshops organized by or involving the Environment group.
  • Support activities related to ADB publishing process relevant to environment as necessary.
Qualifications:
You will need:
  • Bachelor’s degree in in business administration, social or natural science or other fields combined with relevant experience.
  • At least 5 years relevant professional experience, including in multilateral organization relating to technical assistance processing, administration and other administrative work.
  • Familiarity with scope of work in a multilateral organization on environment and nature, as an advantage.
  • Extensive knowledge in multilateral organization policies in a wide range of areas including project processing, administration, accounting, and general administration.
  • Proficiency in database management.
  • Ability to research, analyze and check data from external and internal sources, reconcile or explain inconsistencies
  • Good coordination, strong interpersonal skills.
  • Excellent written and verbal communication skills in English.
