FAO’s office for Yemen is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing countrywide food, agriculture and rural development priorities under Yemen. It develops and maintains relations with the relevant Ministries at country level. This position is based in FAO Representation in Sanaa, Yemen. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.
The incumbent reports to the FAO Head of Operations and works closely with the Operations Specialist.
Support to implementation of FAO’s emergency resilience agenda at country level.
Responsibilities:
The Operations Analyst will support the Operations Officer/Specialist to monitor and handle the FAO Yemen Project portfolio assigned to him/her in consultation with the project/programme, procurement, and M&E teams. S/he will follow up on all operational matters and for the day-to-day running of the projects and perform necessary actions over the corporate Project Cycle processes for the assigned portfolio. More specifically, s/he will:

Responsibilities:

- Carry out mandatory actions in FPMIS for opening, monitoring/maintenance, revision, and closure;
- Support in the preparation of project work plans, monitor progress and, where necessary, identify corrective measures to overcome operational constraints;
- Monitor and review the status of the programme/project implementation to ensure that all operational activities are carried out in line with the work plan and the project document; identify inconsistencies and delays and submit proposal on how to improve results and increase efficiency;
- Ensure the timely provision of project inputs (personnel, technical support services, sub-contracts, training, equipment and supplies) directly by the Organization or, when appropriate, through contractors, and by liaising with the Support Units;
- Support the preparation of project work plans, monitor progress and, where necessary, identify corrective measures to overcome operational constraints;
- Perform project budget/cash monitoring by regularly updating project financial expenditure reports and handling project/programme teams requests (budgets, LoAs, PRs, etc.); identify problems/gaps and carry out corrective measures to ensure smooth project implementation.
- Perform project budget monitoring and prepare revisions as required; maintain alerted the Project Task Force/r about budget expenditures and resources;
- Support in the drafting of Financial Reports to the donor in line with the Funding Agreements and any other reports required by the Organization;
- Ensure partners timely prepare and submit Narrative and Financial Reports to and any other reports as required by the Organization;
- Ensure the complete and quality of data and documentation, including in the FAO corporate and local systems (iMIS, FPMIS, GRMS, etc) for all assigned operational field projects/activities;
Candidates Will Be Assessed Against The Following:

Minimum Requirements:
- University degree in agricultural economics, agriculture (including forestry and fisheries), or in public or business administration or any other field related to the work
- At least five years of professional experience in the planning and implementation of agricultural development/emergency programmes, including the preparation, implementation, or monitoring of projects.
- Working knowledge (level C) of English and working knowledge of the most widely used local language. Arabic Language is essential for this role.
- National of Yemen
Technical/Functional Skills :
- Work experience in more than one location or area of work
- Demonstrated ability to analyze problems, make appropriate recommendations, effective decisions, including in emergency settings;
- Excellent organizational and communication skills
- Extent and relevance of experience in UN Agencies and/or INGOs
- Familiarity with project cycle, finance, asset and human resources management tools
- Familiarity with Office tools including virtual/teleworking platforms;
