The World Bank is seeking an experienced professional for the position of Operations Analyst to be based in Port Moresby, Papua New Guinea. The Operations Analyst will provide support to project teams and contribute to strengthening relationships with a broad range of stakeholders in Papua New Guinea, including Government, development partners, private sector and civil society. The Operations Analyst will report to the Country Manager for Papua New Guinea, in collaboration with the Senior Operations Officer.
- This is a three (3) year term appointment with the possibility for renewal.
Roles and Responsibilities:
Specific responsibilities will include, but are not limited to:
- Support the implementation of World Bank Operations in Papua New Guinea, with a focus on timeliness, quality and results.
- Support research and analytical tasks on a wide range of operational, country and sector issues and review and interpret information/data, identify issues and recommend actions/solutions.
- Participate – when requested – in World Bank implementation support visits and assist task teams to address implementation challenges including by providing hands-on support to help clients.
- Provide guidance to World Bank task teams on Operations procedures and systems and help resolve Operations issues.
- Provide guidance to World Bank task teams on national procedures and processes relevant to operations.
- Support strengthening relationships with a broad range of stakeholders in Papua New Guinea, including Government, development partners, civil society organizations and private sector.
- Contribute to specific Operational activities at all stages of the project cycle, including participation in the design and development of project components, coordination with development partners, implementation support, monitoring and evaluation, and reporting.
- Assist in the preparation and implementation of the Action Plan for Country Portfolio Performance Reviews.
- Assist in the formulation and implementation of strategy documents such as the Country Partnership Framework (CPF), CPF Performance and Learning Review, and CPF Completion and Learning Review (CLR); prepare sections of the strategy documents; review and screen relevant documents/reports for consistency with the CPF and other strategy documents.
- Generate timely and accurate reports and data using World Bank systems.
- Prepare and update country briefs and presentations.
- The Operations Analyst will support the preparation of key high-level visits to Papua New Guinea and key meetings/events under the guidance of the Country Manager and/or Senior Operations Officer.
- Coordinate operational and country team meetings.
- Respond to ad hoc information requests from internal and external parties.
- Carry out other activities upon assignment by the Country Manager and/or Senior Operations Officer.
Selection Criteria:
- A Master’s Degree (MA/MS) in a relevant field (e.g. economics, management, business administration, social sciences, technical studies, or another field related to development), plus a minimum of two (2) years of direct relevant experience.
- Proven analytical and problem-solving skills and ability to apply these in carrying out research and operational tasks, identifying issues, presenting findings and contributing to resolution of issues.
- Strong understanding of project management concepts.
- Excellent data analysis skills with the ability to quickly compile and/or verify information and produce concise, well-written reports in English.
- Excellent communications skills, both in oral presentations and in writing sections of papers, briefs, reports, etc.
- Excellent written and spoken communication skills in English, including the ability to proofread and edit documents to comply with standard conventions of English usage and corporate style guides.
- Excellent skills in wide range of computer programs and in the use of relevant software applications, including Microsoft Word, Excel and Power Point. Willingness and ability to quickly learn new computing programs.
- Capacity to work simultaneously on a variety of issues and tasks, independently adjusting to priorities and achieving results with agreed objectives and deadlines.
- Ability to work independently in a fast-paced environment.
- Strong interpersonal skills and ability to work effectively with others and promote collaboration in a multi-cultural environment.
- External candidates will have knowledge of and experience in applying processes and procedures, as well as awareness of the World Bank’s strategy, objectives, work program, and investment portfolio.
- Internal candidates will have in-depth knowledge of policies, processes, and practices related to the World Bank’s lending and non-lending product lines, portfolio management, monitoring and evaluation, as well as other relevant Operational policies and processes.
- The candidate must have a legal right to work in Papua New Guinea.
