The Operations-Analyst will be responsible for providing operational management support activities to the National Mine Action (NMA) and Somali Security Forces (SSF) project. The Operations Analyst will closely coordinate with the Protection Cluster as well as relevant stakeholders, to assist in coordination, operational planning, information management support that contributes to the effective implementation of the annual UNMAS Somalia workplan.
Under the direct supervision of the Project Manager, the Operations- Analyst will be responsible the following main duties:
- Support with the coordination, implementation, execution and completion of admin, and operational activities including but not limited to IED threat mitigation, risk education, survey, spot task and victim assistance.
- Review existing IED threat mitigation and risk education awareness training package in regard to language, English/Somali.
- Collaborate with SEMA and the National Disability Agency (NDA) on victim assistance support, such as data collection and coordination with referral pathways for the NMA pillar.
- Assist to build and maintain relationships with Somali Security Forces within the and acts as liaison between UNMAS and Somali Security Forces.
- Liaise with SEMA focal points to the FMS in regards of operation planning/management and task reporting.
- Conduct asset verification and implements an asset management system for all teams of the contractors/grants and keeps it up to date.
- In consultation with the Project Manager oversee and conduct risk education training of personnel in the Protection Cluster.
- Prepare and maintain tasking orders in coordination with stakeholders and implementing partners operations/planning sections.
- Ensure that all tasking output records are validated and kept up-to-date and submitted to the IM section and Project Manager.
- Supports the Project Manager in record of explosive materials and equipment to be used by undergoing operations.
- Maintain project documents like monitoring and evaluation plans, strategic assessments, work plans, issue registers, risk registers, and lesson learned logs in Smartsheet in close coordination with the Project Manager.
- Prepares weekly, monthly and requested reports in coordination with all sections of the pillar and submits to the Program Manager for approval prior submission.
- Ensure that Standing Operating Procedures (SOP) are compliant with best practice and ensure all types of humanitarian mine action operations are conducted in a safe and effective manner.
- Participate in the National Protection Cluster, Protection of Civilians Working Group, Inclusion Working Group, MRM related, SNA and SPF coordination meetings as required.
- Travel within Somalia to coordinate between key stakeholders regarding operational activity, and
- Other tasks as directed by the Project Manager Including advocacy in support of the Explosives Threat Mitigation Activities.
Education/Experience/Language requirements
Education:
- An Advanced University Degree (Master’s or Equivalent) with 2 years of relevant work experience; OR
- First Level University Degree (Bachelor’s Degree or equivalent) with 4 years of relevant experience; OR
- High School, Military or Law enforcement school graduates with a minimum of 8 years relevant experience is required.
Experience:
- Relevant experience is defined as experience in Humanitarian Assistance, Humanitarian Mine Action Operations, Improvised Explosive Device (IED) Threat Mitigation, Project Management, Project Development, Operations Support, Operations Management or Business Administration.
- Experience in the coordination of humanitarian assistance and protection of civilian operations is desired.
- Experience in supporting operations in humanitarian and IED threat Mitigation, conflict, post-conflict, Non-profit Organizations (NGOs) or development contexts is desired.
Languages:
- Fluency in English (writing, speaking, and reading) is required.
- Fluency in Somali (writing, speaking, and reading) is required.
