General objective of the position:
The Operation Manager is responsible for leading and ensuring high quality finance, logistics, procurement, human resources and administration to ensure efficiency of the operation process to provide shortest pass and minimum cost.
Main tasks and responsibilities:
Financial Management:
- Provides quality oversight of finance and accounting functions, including bank account and cash management, budget development and management, donor financial reports, internal controls, and cash flow management.
- Ability to fill-in for all accounting tasks of the finance officer (such as payroll processing, closing months, handling petty cash, produce vouchers, pay suppliers, etc.…).
- Revise all financial reports and processes to advise the Country Representative and facilitate approvals of financial reports.
- Hold the budget management responsibility of SAMS programs in KRI and NES.
- Assist in collecting documents required for audits and verification reports.
- Write and submit internal and external reports for donors as required in collaboration with HQ.
Procurement and asset management
- Ultimate responsibility for effective and compliant procurement and asset management practices.
- Refine procurement management systems and processes to ensure they are in accordance with SAMS and donor policies and US and local laws.
- Ensure procurement staff work in close collaboration with grants and inside Syria staff to plan and coordinate procurement needs.
Supply-chain Management:
- Oversee delivery of all logistics and supply chain activities and ensure compliance with local regulations, donor and SAMS policies.
- Develop new processes for Logistics team to ensure efficiency regarding time and cost
- Work on warehouse management and ensure correlation with other department in asset management manner.
- Maintain asset management and create tracking system.
- Ensure effective warehouse and stock management.
- Ensure effective asset control.
HR Management:
Staff Management
- Follow-up with direct reports (Finance Officer, HR and Procurement Officer) and support them to fulfill their responsibilities.
- Develop performance objectives of each staff under supervision.
- Ensure direct reports are working together effectively as a team.
- Hold weekly team meetings with direct reports for planning purposes, information sharing and problem solving.
Recruitment and Orientation
- Ensure each position has a job description.
- Design a sourcing strategy to identify qualified candidates.
- Manage the interview process with relevant supervisors.
- Work with senior country management to decide salary offers.
- Ensure effective orientation processes for new hires.
Representation
- Represent SAMS in all relevant fora in relation to the position duties, e.g. Government of Iraq (GoI and KRI), NGOs, donors.
- Government Relations and Liaison with all relevant stakeholders.
- Ensure SAMS provides accurate and timely reports to the GoI as well as KRI.
- Work closely with CPA to ensure all documents are presented to the authorities in a timely manner and in accordance with the law.
Representation
- Represent SAMS in all relevant fora in relation to the position duties, e.g. Government of Iraq, NGOs, donors.

THE CANDIDATE’S REQUIREMENTS
Mandatory Qualifications required
- University degree in any Finance, Business Management or any related field
- Master Degree is Desirable
- Minimum 4 years’ experience in Operation and Finance management including managerial level
- Desirable 5 experience in Operation and Finance management including managerial level
Languages
- Fluent written and spoken in Arabic
- Fluent written and spoken English
- Kurdish is preferred
Competencies:
- Excellent written interpersonal communication skills.
- Ability to work independently and as part of a team.
- Strong organizational skills and team management.
- Computer proficiency with Microsoft Office (word, excel, PowerPoint).
