This is a fixed term appointment with option to renew for an initial period of 3 (three) years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. . After the initial fixed period, ADB has the option to renew the appointment for up to three years or allow it to expire. This decision is based on ADB’s overall interest in retaining the skills and experience of the staff for medium-term work program within the respective group, department, or office, while considering the availability of funding sources.

The position is assigned in the Public Sector Management and Governance (PSMG) Sector Office within the Sectors Group (SG). SG is a single operational group comprising seven sector offices that aims to deliver impactful sector strategy, initiatives, and integrated solutions that advance ADB’s strategic agenda in the region and with ADB’s clients. The Sectors Group delivers or supports the delivery of sovereign and non-sovereign, and advisory operations, and knowledge services, supports regional departments (RD) and resident mission (RM) in engaging with Developing Member Countries (DMCs), and ensures ADB’s technical leadership externally and internally. PSMG is responsible for policy development and dialogue, knowledge management, project quality assurance, sector analytic work, and loan and technical assistance processing and administration in the public management, public finance, trade and governance sectors.

Job Purpose
The incumbent will provide necessary administrative for implementation arrangements and analyses in the identification, design, processing, administration, and evaluation of loan and technical assistance (TA) projects, and non-lending products and services (NLPS). This includes coordinating activities related to project processing and administration within the bank and external clients, knowledge dissemination, database management, and other administrative functions as assigned. The incumbent will report to the designated International Staff and senior National Staff.
Responsibilities
- Ensures all documents and correspondence produced are properly formatted, edited and submitted on time and in line with ADB standards.
- Coordinates designated international staff schedules by maintaining their calendars, arranging appointments, meetings, travel and accommodation as required and in accordance with ADB procedures.
- Maintains related document records and files for delegated projects.
- Maintains computer-based information system for project administration matters.
- Assists in the administration of delegated projects, including evaluations and drafting of correspondence, ensuring all incoming mails are logged, properly distributed and all outgoing mail promptly delivered.
- Ensures that project related logistical requirements are attended to, including facilitation of project related missions from HQ, meeting arrangement, transportation arrangements, etc.
- Coordinates with other assistants in the timely submissions of deliverables and provides backup support depending on division workload.
- Performs other tasks as assigned and reflected in the incumbent’s work plan
- Assists the project teams in the processing of loans, grants, and TA projects, including updating of eOperations (eOps) and succeeding SovOps database accurately and appropriately for loans and TA projects under processing, monitors progress and status of activities.
Qualifications
Relevant Experience & Requirements
· Bachelor’s degree in finance, business administration, economics or a relevant discipline.
· At least 5 years of relevant professional experience.
· Good coordination and interpersonal skills with ability to liaise and work effectively with individuals from different professional and cultural backgrounds.
· Proven ability to undertake background research and analysis on difficult but well-defined tasks, collect and organize required data and information.
· Excellent written and verbal communication skills in English.
