Organizational Setting and Reporting Relationship

The position of Operations Coordination Specialist (Fragile and Conflict-Affected Situations) is assigned to the Fragility and Engagement Division (CCFE) within the Climate Change and Sustainable Development Department (CCSD). You will be based at our Headquarters in Manila, Philippines.

You will report to the Director, Fragility and Engagement and may oversee administrative and national staff.

 

Your Role

As an Operations Coordination Specialist (Fragile and Conflict-Affected Situations), you will help deliver ADB’s Fragile and Conflict-Affected Situations and Small Island Developing States Approach (FSA) and strengthen development outcomes in ADB’s fragile and conflict-assisted situations (FCAS)-classified developing member countries (DMCs) and small island developing states (SIDS). The incumbent will work closely with the FCAS and SIDS team to promote the ADB corporate fragility, vulnerability and resilience agenda; collaborate with development partners on policy, technical, and operational matters; and contribute to efforts to integrate fragility considerations and approaches into ADB-financed operations, at the institutional, country, and project level. The incumbent will also lead initiatives to support ADB operations in FCAS and SIDS contexts, strengthen the capacity of ADB staff and government counterparts, and undertake analytical, knowledge, monitoring and reporting work to help ADB respond better to the needs of its DMCs.

You will:

  • Provide strategic and technical advice as a One ADB team member of teams working on the preparation of country partnerships strategies, project design and implementation, and results monitoring to ensure use of context-specific approaches and processes (e.g., innovative funding modalities, adaptation of ADB processes and systems) across FCAS and SIDS contexts. Participate in related missions to support ADB operations.
  • Manage ongoing and develop new regional technical assistance projects to strengthen ADB operations in FCAS and SIDS contexts. Work closely with regional departments and sector groups to ensure proposed support meets client needs.
  • Support CCFE’s work on forced displacement and economic migration, collaborating with other relevant teams across ADB, and representing ADB among external stakeholders.
  • Contribute to the development of knowledge products and events that will bring in international best practices and strengthen the knowledge base on FCAS for ADB staff and clients.
  • Monitor analytics, results, and reporting of ADB’s operations in FCAS and SIDS contexts to identify how operations can be improved.
  • Represent ADB at relevant FCAS regional and global forums, platforms, and working groups, and ensure dissemination of innovative thinking and approaches across ADB; and raise awareness of ADB’s differentiated approaches amongst other development partners.
  • Undertake other technical and operations work, as needed, in FCAS and SIDS contexts.
  • Take the role of mentor to develop capabilities/potential of reporting staff.
  • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance; and ensure the on-going learning and development of reporting staff.

Qualifications

You will need:

  • Master’s degree in political science, social sciences, economics, or related fields; or University degree in a similar field and at least 5 years specialized experience relevant to the position can be considered.
  • At least 8 years of relevant professional experience including in FCAS and SIDS contexts in Asia and the Pacific, demonstrated understanding of the international development assistance architecture, development effectiveness, cooperation with international development partners, especially in the context of change processes and multi-stakeholder consultation and collaboration, strongly preferred.
  • Experience in working in or for FCAS and SIDS contexts and in analyzing issues around fragility, vulnerability and resilience and translating the analysis into project design recommendations and support.
  • Excellent written and verbal communication skills in English.
  • Readiness for business trips to conflict-sensitive regions and countries.

Additional Information

This position has been created as part of the Workforce Rebalancing Framework, which is a multiyear initiative (2022-2027) aimed at increasing in-house expertise in key operational areas that was previously sourced from consultants through ADB’s technical assistance. The goal is to strengthen in-house expertise to enhance the quality of ADB’s policy dialogue, operations, and knowledge solutions delivery by collaborating closely with developing member country clients. Expected candidates are seasoned experts in the advertised area(s) with strong field experience who can lead policy dialogue and project work with emphasis on providing knowledge solutions. Staff may undertake short-term assignments in other groups, departments or offices only when the expertise in the advertised area(s) is needed by those groups, departments or offices.

This is a fixed term appointment with option to renew for an initial period of 3 years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. It may be extended on an exceptional basis for a further fixed period at the option of ADB. This appointment is open to internal and external applicants.

If you are selected as an external candidate, the appointment may be extended for a period of up to 3 years per extension, or not renewed. In case of extension, staff may continue in the position for another term of up to 3 years.

At the end of the initial period, ADB, as its discretion may: (a) renew a fixed term appointment or assignment, (b) not renew a fixed term appointment.
