The position is located at the UNODC Programme Office in Mozambique (POMOZ), Regional Office for Southern Africa (ROSAF) with duty station in Pemba, Mozambique.
Under its long-established mandates on Crime Prevention and Criminal Justice (including illicit narcotics, transnational organized crime and terrorism), the United Nations Office on Drugs and Crime (UNODC), upon their request provides technical assistance to Member States on policy, legislation and institutional capacity to counter such threats at both the national and international level.
In the Southern African region, UNODC is an active partner in the region’s efforts to address the challenges of organised crime, drug abuse, terrorism and terrorist financing, while in Mozambique, UNODC, under various projects, has been strengthening the understanding and capacity of Mozambican criminal justice and law enforcement officials to undertake rule of law-based criminal justice measures for preventing and countering transnational organized crime, terrorism, terrorist financing and violent extremism. These projects are implemented by UNODC in close collaboration with the Government of Mozambique, and in coordination with relevant regional and international organizations and UN entities.
The Operations Coordinator is expected to assist several UNODC programmes in the region and Mozambique, including those aimed at enhancing national capacity for effective implementation of programmes related to organized crime, drug trafficking, money laundering and counterterrorism and its financing, including those aimed at strengthening national capacity in international cooperation in criminal matters related to these topics and at developing national legal frameworks and capacity to counter illicit trafficking in drugs, transnational organized crime, money laundering, terrorism and terrorist financing. Additionally, the Operations Coordinator will provide support to UNODC’s thematic Programmes being implemented in Mozambique, and in particular Pemba and the Province of Cabo Delgado.
- Coordinate all necessary logistical and organizational support for the implementation of UNODC’s portfolio assigned to the province of Cabo Delgado;
- Coordinate the work of UNODC in Cabo Delgado under the direct supervision of the Head of Office in Maputo;
- Coordinate the support for missions and colleagues when delivering technical assistance to national partners in the province of Cabo Delgado;
- Support the supervision of the construction work for the refurbishment of SERNIC’s forensic laboratory in Pemba, Cabo Delgado;
- Assist with administrative matters relating to the organization of meetings, seminars and training, accommodation, workshops, and conferences, including, but not limited to;
- Participants’ travel and administrative arrangements; processing payments for participants and consultants;
- Processing consultancy contracts and other human resources-related tasks;
- Negotiating and securing meeting venues (procurement); performing banking maintenance; and setting-up of meetings;
- Provide support for office procurement initiatives, according to UN rules and procurement policies;
- Provide administrative support to the office (travel, procurement, payments, human resources, etc.), in line with relevant UN rules, using relevant UNODC proprietary software applications, with tasks including, but not limited to raising purchase orders;
- Processing travel and other claims; preparing requests for payments; following-up on outstanding payments; and attribution of donor pledges;

Manage resources allocated to UNODC’s sub-office in Pemba, as required.

- Completion of High school/secondary school is required.
- First level university degree in business or public administration, personnel administration, social sciences, or related field will be a strong recommendation, but not a requirement.
- Secondary education with relevant work experience may be considered.
- A minimum of three years of progressive experience with (Bachelor’s degree) or six years’ experience with (High school diploma or equivalent), including at least three years in the field of procurement, human resources, administrative and logistic support, and coordination in project implementation involving infrastructure refurbishment and construction is required.
- Previous experience with international organizations or civil society organization is desirable.
- Work experience in the United Nations System, other regional and international organizations is desirable.
- Previous experience in SAP is desirable.
- Computer literacy, specifically skills in MS Office is required. Knowledge of various administrative procedures of UNODC or the United Nations system in general would be an advantage.
Language Requirements
- English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and Portuguese (both oral and written) is a requirement;
- Knowledge of other UN official languages is an asset.
