About the Role

We are currently seeking applications from across the Asia-Pacific region from experienced and skilled Operations and Finance Managers for in-country program positions. We keen to hear from those with a proven track record in financial and operational management. This role will be accountable for working with program director(s) / team leader(s) and in-country and remote workers.

The successful candidate will be working with donor-funded programs in the Pacific and the South-East Asia region, providing high quality deliverables, and demonstrating strong organisational skills including planning, developing, implementing, and maintaining financial and operational systems.

The ideal candidate will have demonstrable attributes of being collaborative, respectful, flexible and resilient, with a keen focus on achieving successful client and partner feedback.

About You

Duties and essential requirements for the role will include:

  • Overall responsibility for program financial management, including ensuring accurate budgeting and forecasting and updates, tracking expenditures, ensuring timely accounting and reconciliation of all transactions, preparing Financial Reports and forecasts to the client, and contributing to program-wide reports;
  • Overall responsibility for program operations, including procurement, contract management, recruitment, human resources and potentially grant management;
  • Responsibility for the development and implementation of operational systems, including procurement, risk, compliance with client policies, recruitment, deployment, and finance;
  • Ensuring effective planning and implementation of any procurement, according to Commonwealth Procurement Rules and DT Global procedures;
  • Ensuring appropriate and transparent HR processes, including recruitment, due diligence and onboarding processes;
  • Ensuring quality and integrity of administrative and financial systems and procedures, through drafting and implementing a program-specific Operations Manual and any other relevant project guidelines;
  • Overseeing fraud and anti-corruption management across all financial activities to ensure a zero-tolerance culture across the program, ensuring compliance with DFAT and DT Global reporting processes;
  • Providing line management to the Finance and Operations team and their functions, including performance management, coaching, mentoring and professional development;
  • Overseeing all health, safety and security aspects of the program including incident reporting, updating health and safety plans, socialising them with the program team and providing training as required;
  • Overseeing fraud and anti-corruption management across all financial activities to ensure a zero-tolerance culture across the program;
  • Deploying DT Global policy procedures, tools and templates to partners, grant recipients, and service providers in line with client and DT Global requirements;
  • Ensuring appropriate risk management strategies, including drafting and maintaining Risk Management Plans;
  • Ensuring operations and finance functions incorporate gender equality, disability and social inclusion (GEDSI) principles and approaches;
  • Working with the Program leader(s) and DT Global’s Melbourne and Fiji-based teams on high-level matters.

Essential Requirements:

  • A tertiary qualification in a relevant field. Financial management or accounting qualifications will be an advantage, as well as experience working in a similar leadership role in previous DFAT-funded programs
  • Experience working in various cultural and diverse contexts in international development
  • Experience managing or providing a high level of operational support in international development
  • Strong understanding of administrative issues in a donor funded setting (preferably the Pacific), including financing, operations, capability development and performance management
  • Experience in the effective management, planning and utilisation of financial and human resources in complex development environments
  • Understanding of Commonwealth Procurement requirements and demonstrated experience in applying them to achieve value-for-money outcomes
  • High degree of flexibility, respect, resilience and adaptability, and a preparedness to work with limited resources in a challenging environment, this includes the ability to successfully build and manage relationships with a broad range of stakeholders
  • Demonstrated strong interpersonal and communication skills in a cross-cultural context, including working as part of a team towards achievement of a single workplan, preferably in the Pacific
  • Demonstrated experience in building the capacity of locally engaged staff and/or partners
  • Proven track record in risk management, including identifying risks and implementing effective mitigation strategies
  • Knowledge of DFAT or other donor–funded programs is highly desirable.
