Program Brief:
Founded in 1933, the International Rescue Committee (IRC) is one of the world’s leading agencies working in post-conflict and development contexts, supporting communities in over 40 fragile, failed and developing states. In this capacity, we work to restore safety, dignity and hope to millions who are uprooted, struggling to endure and wishing to advance on a path of development.
The Resettlement Support Center Asia (RSC Asia), funded by the US State Department Bureau of Population, Refugees, and Migration (PRM), assists persons throughout Asia seeking permanent resettlement in the United States. Responsible for a portfolio of 37 countries, RSC Asia: prepares refugee applications for the United States Refugee Admissions Program (USRAP) using START (a State Department–managed data system that supports the arrival and resettlement of refugees through technology); provides information to resettlement agencies about arriving refugees and offers cultural orientation training to refugees bound for the United States.
Purpose of the Role
The Operations Manager is responsible to manage the operations related functions of RSC Asia (Bangladesh). This includes Office Administration, Supply Chain Management (Procurement, Asset Management, Transportation & Logistics) & Government Liaison. The position reports to the Operations Coordinator.
Highlights of Key Responsibilities
Administration:
  • Manage and oversee the administrative functions in RSC Cox’s Bazar Office, Ukhiya Office, and Madhurchara Processing Center.
  • Monitor and maintain tracking tools for PR, utility payment, lease agreements, rent, expat accommodation, visa & travel. Prepare and submit monthly reports. Ensure timely action proactively.
  • Prepare lease agreements & amendment of agreements when required by following necessary IRC guidelines.
  • Collaborate with program, operations, and the country supply chain teams to initiate PR timely as per procurement plan and program/ operations requirement.
  • Ensure timely maintenance of office, guest house, expat accommodation, assets, equipment & furniture as required.
  • Provide travel, accommodation & logistics support for national and international staff.
  • Ensure proper filing and documentation are being maintained in all the offices and facilities.
  • Supervise and support the Senior Operations Officer, Operations Officer & Office Assistant. 
Supply Chain:
  • Supervise and guide the Operations Officer on procurement as per IRC & doner policy by collaborating with country SC focal.
  • Generate procurement reports regularly. Follow up on procurement status, identify challenges, and take necessary action accordingly.
  • Plan & arrange overall logistics support for all RSC Bangladesh events.
  • Ensure monthly and ad hoc basis transportation arrangements as per staff requirements in collaboration with the Senior Operations Officer. Arrange regular training and refresher for drivers and related staff on road safety, IRC fleet management policy & country law to ensure safe and compliant fleet management.
  • Produce different asset & equipment-related reports as per RSC requirements. Support the IRC Asset team to manage assets & equipment.
  • Establish and maintain ethical, professional working relationships with suppliers.
Staff Management:
  • Promote an open, diverse, and participatory work environment.
  • Provide appropriate and timely feedback to staff regarding their performance, including timely implementation of the regular check-in & annual staff performance management.
  • Ensure proper training and knowledge of staff on IRC & RSC policies and procedures to enable accountability and independence.
Others:
  • Ensure proper safety & security protocols are in place and being maintained in all the RSC offices and facilities as per RSC requirements.
  • Work closely with the Government Liaison team on different documentation and reporting and provide regular follow-up.
  • Establish dependable relationships with relevant government offices through regular visits, program updates, and timely report submission.

Minimum Qualifications:

Experience and Competencies: Knowledge, Skills & Abilities
Education:
  • Bachelor’s degree in any field. Business administration/ logistics/ supply chain or relevant field is preferred.
Work Experience:
  • Minimum 5 years work experience in the field of Supply Chain/ Operations/ Administration. Work experience in INGO sector is preferred.
  • Experience of working in Cox’s Bazar area is preferred.
  • Previous experience of working in multi-cultural environment.
Knowledge, Skills & Competences: 
  • Excellent interpersonal and team building skills. 
  • Proactiveness, being adaptable with positive approach.
  • Skilled in MS Word, Excel, Outlook & Power point, ERP system & reporting.
  • Basic understanding of NGO SC policies & procedures.
  • Willing to travel extensively and randomly.
  • Organizational skills with the ability to effectively prioritize and execute tasks in a high-pressure environment.
Language Preference:
  • Strong communication skills in both: Bengali & English.
  • Familiarity with Chittagonian language is preferable.
