Description
Mission:
The operations officer will contribute to the successful implementation of HI strategies and activities of armed violence Reduction, with a focus on operations of clearance activities. The competence will assist the Chief of Operations with all reporting and administrative aspects linked to the operations.
Reporting to: Chief of Operations, with strong functional link to MEAL and HR departments.
Responsibility 1: IMSMA reporting
Objective: Ensure that all reports are filled according to DMA and the IMSMA department requirements.
Benchmarks: Satisfaction of Chief of Operations and DMA; annual appraisal.
Activities:
- Fill out and complete all IMSMA reports for different clearance aspects.
- Translate documents as requested in particular the IMSMA forms.
- Save a version for completed reports on the HI FileMaker.
- Maintain updated to the IMSMA system,
- Maintain relation with DMA for transmission of IMSMA reports,
- Compile and file in the proper folder the entire IMSMA report sheet prior to handover to the DMA,
- Prepare maps for different IMSMA reports and as requested by the Chief of operations.
- Responsible for collation of all statistics from the operational minefield daily reports and to save it daily in the FileMaker.
Responsibility 2: Community Liaison data analyse and data collection.
Objective: Ensure that socio-economic data related to the impact of HI clearance work are properly collected, compiled and analysed and those are related to the spot task and collected by CLO.
Benchmarks: Satisfaction of Chief of Operations; smooth collaboration with the demining teams collecting the data, with the beneficiaries as well as with the local authorities.
Activities:
- Support and train community liaison focal point in the field on data collection related to socio-economic impact of HI clearance activities.
- In support of and together with the focal point within the demining teams in the field wi centralize, compile and analyse social economic data about the contaminated areas, including: type of land, its use, nbr. of potential beneficiaries, risky behaviour and previous incidents.
- To record all data collected by CLO for items observed ( information received by locals, photos, coordinates…) and transmitted to the mobile team and follow up with the spot tasks and complete the final appropriate report.
- Provide bi-monthly reports to the Operations manager on the data collected and the impact of the clearance activities, participate in case studies when needed.
Responsibility 3: Operational base stock Management (Clearance equipment and tools)
Objective: Ensure that the Stock is well managed, that the necessary quantities of supplies are delivered and that employees are accountable for the supplies received.
Benchmarks: Satisfaction of Chief of Operations and the operational Team; smooth collaboration with the logistics department.
Activities:
- Supervise and manage the stock (Clearance equipment and tools)
- Ensure the Stock is cleaned and well organized.
- Ensure the delivery of equipment / materials / consumables according to the needs and the quantities
- Ensure the registration of all equipment / Tools / consumables movements in the logbook in an appropriate and detailed manner.
- Coordinate with the Log officer for the teams needs for the stock .
Responsibility 4: Follow up on administrative and HR documents
Objective: Ensure that the communication is running smoothly between the operations department and the administrative department
Benchmarks: Satisfaction of Chief of Operations and the operational Team; smooth collaboration with the administrative department.
Activities:
- Collect leave requests from team leaders for operational staff.
- Follow up with collecting signed attendance sheet and send it to the HR officer.
- Inform HR about sick leave and absence within the team on a daily basis.
- Inform HR officer about any work accident immediately in coordination with the operations room.
- Transmit the individual HR requests of the employees to the HR officer (work certificate, NSS certificate, etc.)
Responsibility 5: Support the activities led with DMA, IKMAA and other mine action actors.
Objective: Ensure that the communication towards DMA, IKMAA and mine action actors is documented and that activities concerning these stakeholders are well coordinated.
Benchmarks: Satisfaction of Chief of Operations and the operational Team.
Activities:
- Liaise with the liaison officers to invite and organise DMA and IKMAA for workshops, trainings.
- Liaise with the logistics team to book the workshops/training venues.
- Participate in the drafting of the workshop agenda and participants list.
- Facilitate the trainings when needed.
- Take minutes and participate in the report writing,
- When relevant, draft MOM.
RESPONSIBILITIES AND TASKS DECRIPTION
TIME SCHEDULE
The working hours are the following:
Sunday till Thursday, from 8.00 AM to 4:30 PM with 30 minutes lunch break. The work duration is fixed but the working hours can vary according to the planning of activities.
It can be exceptionally requested to work on Friday or Saturday. In that case a day off is planned between Sunday and Thursday during the previous or following week.
Note that working time can go up to 48 hours per week if it is required by the volume of activities and by the line manager. In that case the overtime will be considered as recovery time to be planned by the line manager in the next days.
