IMPORTANT INFORMATION:

This is a fixed term appointment with option to renew for an initial period of three (3) years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. . After the initial fixed period, ADB has the option to renew the appointment for up to three years or allow it to expire. This decision is based on ADB’s overall interest in retaining the skills and experience of the staff for medium-term work program within the respective group, department, or office, while considering the availability of funding sources.

The position is assigned in the SERD Green Finance Hub Unit (SGFH) within the Southeast Asia Department (SERD). SERD is responsible for maintaining client relations and delivering ADB assistance to countries in the Southeast Asian region. SEOD provides overall support to the SERD management in terms of programming, portfolio management, results monitoring, and implementation of ADB’s long-term strategic framework to deliver projects that create economic and development impact in the region.

Job Purpose

The Operations Officer will support SERD in administering technical assistance (TA) funds and coordinating related contracting activities. The primary objective of this position is to facilitate the effective utilization of TA funds, including SERD’s landmark REG-Accelerating Climate Transitions through Green Finance in Southeast Asia facility funded by ADB and donors under the ASEAN Catalytic Green Finance Facility. By ensuring efficient consultant recruitment, effective contract management, and compliance with the reporting standards of ADB and donors, the incumbent will play a vital role in ensuring the proper utilization of TA resources. S/he will also provide technical and administrative support in the enhancement of knowledge sharing platforms in the department. The incumbent will report to designated International Staff and senior National Staff.

 

Responsibilities

· Innovates the development of new knowledge products and services (KPS) and provides support in the packaging of KPS in creative and innovative ways to maximize their usability and usefulness to a variety of user groups.

· Supports knowledge-related initiatives and activities of SGFH, working closely with relevant staff in SERD and other departments, and providing guidance on ADB policies and processes as needed. Responsible for effective implementation of TA facilities managed by SGFH. Oversees TA administration activities, such as recruitment of TA consulting firms, individual consultants, and resource persons; processing of change in scope and implementation arrangements; monitoring of consultant’s inputs and processing of related claims for payments; processing of contract variations; and assists in the closure of physically completed TA projects. Works closely with colleagues in SERD and other departments (including but not limited to Sectors Group, Private Sector Operations Department, Office of Markets Development and Public-Private Partnership, Climate Change and Sustainable Development Department, and others) and resident missions in implementing subprojects funded by the TA facilities.

· Assists in reviewing proposals submitted for funding of TA facilities managed by SGFH. Works closely with Project Teams of these facilities and leads the monitoring of fund utilization and delivery of output and outcomes.

· Assists in designing and processing of new TAs to support knowledge and innovation initiatives of SERD. Coordinates the processing and approval of new TAs and ensures that required documents are in order.

· Prepares regular reports on the utilization and status of TA funds. Ensures timely submission of reports to relevant ADB units and stakeholders. Coordinates with donors, government entities, and other relevant stakeholders for information sharing and reporting.

· Organizes high-level knowledge sharing activities, including sourcing of resource persons; preparation of program, provision of minutes of respective meetings/seminars; and arrangement of logistics and financing.

· Participates in missions for knowledge and innovation related activities as needed.

· Supports rally the initiatives and activities of SGFH. Works closely with the Innovation Team in work and resource planning and provides guidance on ADB policies and processes as needed.

· Performs other duties that may be assigned as reflected in the incumbent’s work plan.

Qualifications

Relevant Experience & Requirements

· Bachelor’s degree in economics, finance, business administration, or related fields, preferably with advanced training.

· At least 8 years of relevant work experience.

· Extensive knowledge of ADB or similar multilateral development banks’ policies in a wide range of areas including project processing, administration, accounting, procurement, and general administration.

· Ability to research, analyze and check data from external and internal sources, reconcile or explain inconsistencies and perform statistical calculations.

· Proficiency in database management method.

· Previous experience with Technical Assistance Information System (TAIS), Loan Financial Information System (LFIS), eOperations (eOps) and Consultant Management System (CMS).

· High level of proficiency in use of the Internet and standard ADB computer applications.

· Ability to work collaboratively with teams as a constructive team member.

· Strong oral and written communications skills in English.
