En agosto de 2012, el Gobierno de Colombia y las Fuerzas Armadas Revolucionarias de Colombia – Ejército del Pueblo (FARC-EP) iniciaron conversaciones para lograr un acuerdo de paz. A petición de las partes, una Misión política especial fue establecida mediante la Resolución 2261 (2016) del Consejo de Seguridad, la cual está conformada por personal civil y observadores internacionales desarmados. A partir de allí, la Misión tenía como mandato verificar la dejación de las armas bilateralmente con las FARC-EP y, participar como componente internacional (CI-ONU) en el Mecanismo tripartito de Monitoreo y Verificación (MM&V) del cese al fuego y de hostilidades bilateral y definitivo. Este mandato concluyo el 25 de septiembre del 2017. En junio de 2017, el Gobierno de Colombia y las FARC-EP solicitaron al Consejo de Seguridad de Naciones Unidades la aprobación de una segunda misión política ONU, para un periodo de tres años. En julio de 2017, el Consejo de Seguridad de Naciones Unidas aprobó la resolución 2366 (2017), estableciendo una segunda misión política (Misión de Verificación) para un periodo inicial de 12 meses a partir del 26 de septiembre del 2017, con el mandato de verificar la implementación por partes del Gobierno de Colombia y las FARC-EP de las secciones 3.2 y 3.4 del Acuerdo Final ( Proceso de Reincorporación política, económica, y social de las FARC-EP y Garantías de Seguridad personales y colectivas para las FARC-EP y programas de seguridad para comunidades,). En el periodo de transición entre julio y septiembre 2017, la Misión inicio actividades provisionales relacionadas con su siguiente mandato, planteando la tarea de reportar los avances iniciales al Consejo de Seguridad.

Context

The United Nations Verification Mission in Colombia (UNVMC) verifies the implementation of five sections of the 2016 Final Agreement: Section 1 on comprehensive rural reform; Section 3.2 on the reintegration of former combatants of FARC-EP in economic, social, and political matters; Section 3.4 on security guarantees for individuals in the process of reintegration and communities and organizations across the country; Section 5.1.2 on the restorative sentences imposed by the Special Jurisdiction for Peace (SJP); and Section 6.2 on the Ethnic Chapter of the Final Agreement. The United Nations Verification Mission in Colombia verifies the Temporary National Bilateral Ceasefire, CFBNT, between the Government of Colombia and the Ejército de Liberación Nacional-ELN: Verifies compliance with the Temporary National Bilateral Ceasefire, CFBNT, between the Government and the ELN. At the parties’ request, it is part of the Monitoring and Verification Mechanism together with the Colombian Episcopal Conference, the Government and the Ejército de Liberación Nacional-ELN.

Task description

Under direct supervision of the Chief Joint Operations Centre, and the overall coordination of the Chief of Staff, the UN International Volunteer Operations Officer will support the well-functioning of the office and be responsible for the following duties: Monitors, analyzes and effectively incorporates all Mission internal information (Regional Office reports, Flash reports, UNDSS reports) as well as from open sources, the political dynamics in Colombia and the region as it pertains to the mandate. Operations Officers should be well informed and responsive, maintaining informal exchanges of information with other components in the Mission and with external stakeholders. • Provides situational awareness on the verification of political, social, and economic reincorporation and the verification of the implementation of security guarantees, sanctions, as well as gender, child protection, and ethnic and indigenous affairs, among others, in mission-wide information gathering, analysis and reporting. Drafts daily situation reports (DSR) in English on the political, security and operational situation in Colombia as it pertains to the mandates. Receives “Flash” Reports from Mission components, and responds appropriately to the emergency, if necessary, by maintaining information flow with Chief JOC, senior leadership, Medical Unit, among others. Monitors actions taken by open sources, think tanks, UN, government and NGOs, UNCT and collates and drafts information of immediate operational interest. Maintains up to date a Staff Directory of contact details and an emergency Call Tree. • Participates in simulation exercises (SIMEX) in collaboration with UNDSS, Medical Unit, Training Unit, etc. • Provides secretariat support to the Crisis Management Team (CMT) meetings, as required, and as notetaker and liaising with mission components. • Supports the flow of information with the Medical Unit with regards to medical evacuations and other crisis response and as required with UNDSS. • Engages in a rotational 24/7 Duty Officer basis with other Operations Officers, as necessary. • During Duty officer work, may liaise with UNOCC and UN Colombia desk to clarify information in the DSR. • Any other duties as required. Furthermore, UN Volunteers are required to:- Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day)- Be acquainted with and build on traditional and/or local forms of volunteerism in the host country- Provide annual and end of assignment reports on UN Volunteer actions, results and opportunities using UNV’s Volunteer Reporting Application- Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.- Assist with the UNV Buddy Programme for newly-arrived UN Volunteers- Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. Results/Expected Outputs • Regular DSR are drafted and edited in concise English, compiled and disseminated in a timely manner. • Contribution to information flow through the Chief JOC and Deputy Chief JOC, as appropriate. • Receive and distribute “Flash” reports to relevant offices, sections or divisions. • Support organization of simulation exercises (SIMEX) of Call Tree, in collaboration with UNDSS, Medical Unit. • Update Staff Directory and key abreast of changes.

Required experience

3 years of experience in the field or headquarters in operations and political related (security, UN, peacekeeping, military, foreign affairs, peacebuilding). Political analysis and reporting Mandatory. Knowledge of management applications, such as Word processors, Excel, databases and presentation software. Living conditions and remarks

Bogota, Colombia offers excellent living conditions, with all UNVMC Staff renting residential accommodations near the headquarters. These accommodations provide access to level 3 hospitals, restaurants, and welfare facilities. Colombia, as a country, is uniquely diverse, offering an interesting and enriching environment. However, it requires a mature level of cultural awareness from residents. Living comfortably and affordably in Bogota demands more stamina and commitment compared to other places. Flexibility is key, as individuals must be willing to adapt to potentially harsh and hazardous conditions. This may involve physical hardship and limited comfort. Nonetheless, embracing these challenges is essential for those living and working in Bogota.
