The position is to be filled as soon as possible, with a contract duration until April 30, 2027. Employment location will be Bonn, Germany.

The ToGETHER program (Towards Greater Effectiveness and Timeliness in Humanitarian Emergency Response) aims to continue fostering localization of humanitarian action. In this program 40 local/national organizations from eight countries and four international organizations from Germany will continue working in close collaboration.

As ToGETHER Operations & Quality Assurance Manager you will provide operational support in documentation, compliance monitoring, contract management, narrative and financial reporting as well as reporting to the Program Management Unit (PMU) and Partners. With your work you will ensure a high-quality implementation of the ToGETHER program based on the program objectives and expected results.

Your responsibilities

Programming Operations & Quality Assurance

  • In collaboration with the PMU Program Coordinator, implement a ToGETHER program and process future changes in the program management and information system ProMIS
  • Contact person for all operational requests from ToGETHER consortium partners regional coordination, related to their country project units and local humanitarian partners
  • Prepare and manage contracts and contract amendments with consortium partner organizations in accordance with internal and external standards
  • Monitor ToGETHER consortium partners’ compliance with partner contract requirements and quality standards set by Welthungerhilfe
  • Coordinate and manage all PMU related processes and work related to the Humanitarian Action and Innovation Facility (HOIFA)
  • Supporting program management in risk reporting and monitoring,, including quarterly risk reporting in the Program Management and Information System (ProMIS)
  • Responsible for the secure and timely archiving of all consortium partner related documents, reports and communications
  • Execute and manage all PMU related logistics and procurement processes and documentation
  • Participate in and provide operations and quality assurance related material for regular program coordination meetings with the PMU, consortium partners and members of the Program Advisory Committee

Financial Operations & Quality Assurance

  • Support the PMU Financial Coordinator in amending and consolidating the budget throughout the program by collecting data from consortium partners regional coordination and ensuring that data entries are complete and accurate
  • Responsible for the coordination, initial review and quality control of consortium partners’ regular factual and financial reports in accordance with Welthungerhilfe and donor regulations and the timelines set out in consortium partner contracts
  • Support the PMU Program Coordinator with processing quarterly updates of the income and expenditure planning in the FundsPro financial management system
  • Coordinate and support internal and external audits including the first phase of ToGETHER (2020-2024) and implementation of improvement measures
  • Assist in the coordination and management of finances in accordance with internal and external regulations
  • Deputize the PMU Finance Coordinator in his/her absence as necessary

Your profile

  • A university or college degree or relevant training, e.g. business administration and/or controlling
  • At least 3 years of professional experience in operational and administration management
  • International working experience in contractual and financial management of large humanitarian or development programmes with multiple partners
  • Coordination experience in complex multi-country programmes
  • Strong communication and organizational skills
  • Ability to work under pressure and willingness to travel to areas with volatile local conditions
  • Fluent spoken and written English language skills. German, French or Spanish language skills are desirable
