Please Note: Employees will be required to report to their assigned office location at least 2 day per week for non-supervisory positions and 3 days per week for supervisory/managerial positions unless the position advertised is designated as a remote-only position.

This Operations Research Analyst position is located in the Office of Policy Analysis & International Relations (OPAIR) and may be for either the Policy Analysis Division or International Relations Division within OPAIR. The Policy Analysis Division is responsible for EXIM’s policy analysis, program design, and evaluation. The International Relations Division is responsible for EXIM’s involvement in and relationships with the international organizations, associations, and regulatory bodies that affect official export credits (e.g. OECD, Berne Union, G7/12/20 and WTO). The employee works under the general direction of the Vice President of Policy Analysis, Vice President of International Relations, or his/her/their designee.

At the full performance level, duties include, but are not limited to: (for multiple graded positions)

  • Performs research on market conditions related to his/her/their portfolio of issues which can entail using electronic, written, or verbal sources and may make use of general information, reports, surveys, and discussions with experts on the topic.
  • Research’s both quantitative and qualitative data, including data available from the EXIM Reporting System (ERS) to develop information, tables, and Excel spreadsheets on EXIM programs and policies within the context of broader macroeconomic trends.
  • Generates data for several of the following programs and/or specializations: loan, guarantee, working capital, insurance, supply chain, small business, securitization, and several of the following EXIM policies: foreign content, local costs, economic impact, U.S. shipping requirements, co-financing, military use, used equipment, reach back, and others as assigned.
  • Ensures data generated supports analyses that guide decision makers in their deliberations on whether transactions meet established standards/policy requirements to qualify EXIM financing or how to develop EXIM’s position in international negotiations.
  • Generates data and information related to analyses of programs, policies, and/or international positions which includes maintains data and generating reports on select EXIM-financed transactions.
  • Monitors and prepares analytical reports on trends in EXIM policies that are the subject of Congressional inquiry, OECD negotiations, Berne Union discussion, and/or other domestic and/or international stakeholder questions.
  • Analyzes program and policy issues in the context of EXIM’s mandates, particularly international competitiveness.
  • Identifies the prime objective of the program/policy, evaluates the extent of successful achievement of the objective, evaluates the benefits and costs of the program/policy (including financial and operational), and makes recommendations based on this cost/benefit analysis.

Qualifications

Basic Requirements:

A degree in operations research or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics with at least 3 of the 24 semester hours must have been in calculus. (Transcripts must show 3 hours of calculus credit).Courses acceptable for qualifying for operations research positions may have been taken in departments other than Operations Research, e.g., Finance, Economics, Mathematics, Statistics, International Business or Business Management.

In addition to the Basic Requirements noted above, applicants must also meet and demonstrate the specialized experience listed below:

Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work):

GS-09: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-07 level in the Federal Government. Specialized experience includes:

  • Experience retrieving, evaluating, and analyzing general macroeconomic and trade data (both qualitative and quantitative); and
  • Experience generating data (qualitative and quantitative) and reports on economic, financial, banking or international trade issues to support recommendations to decision-maker.

OR

Substitution of Education for Experience: You may substitute education for the specialized experience at the GS-09 grade level by possessing two years of progressively higher level graduate education leading to a Master’s degree or Master’s or equivalent graduate degree. Related degrees may include degrees in the field of Operations Research, e.g., Finance, Economics, Mathematics, Statistics, International Business or Business Management.

OR

Combination of Experience and Education: Only graduate education in excess (of one full year) of the amount required for the GS-07 grade level may be used to qualify applicants for positions at the GS-09 grade level.

GS-11: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-09 level in the Federal Government. Specialized experience includes

  • Experience retrieving, evaluating, and analyzing general macroeconomic and trade data (both qualitative and quantitative);
  • Experience generating data (qualitative and quantitative) and reports on economic, financial, banking or international trade issues to support recommendations to decision-makers; and
  • Experience conducting research related to economic, financial, banking or international trade issues, with sources in a variety of formats and weighing conflicting information to draw conclusions.

OR

Substitution of Education for Experience: You may substitute education for the specialized experience at the GS-11 grade level by possessing a Master’s or equivalent graduate degree. Related degrees may include degrees in the field of Operations Research, e.g., Finance, Economics, Mathematics, Statistics, International Business or Business Management.

OR

Combination of Experience and Education: Only graduate education in excess of the amount required for the GS-09 grade level may be used to qualify applicants for positions at the GS-11 grade level. Therefore, only education in excess of one full year of graduate level education may be used to combine education and experience.
