Organisational Context

The Integrated Services Division (ISD) within the Office of the Prosecutor (OTP) centralizes the specialized support functions that provide cross-cutting support to the Office. The Division is headed by a Director who is responsible for managing the reliable and cost-effective delivery of integrated services and ensuring that the OTP is adequately supported through all relevant service functions, technologies and equipment, and that appropriate services are available to allow the implementation of the Office’s mandate. The services include planning and operations, witness protection and management, information knowledge and evidence management,  forensic science,  language and administrative support. The Division works to develop new approaches and strategies that promote the use of modern tools and advanced technology as mechanisms to strengthen the effectiveness of the Office.

The Planning &  Field Operations Unit  as part of the Planning and Operations Section takes care of the organisational planning and implementation of the field operations, including the establishment of field presence and the responsibility for safety and wellbeing of the deployed staff. This work is done in close cooperation with the Registry and in a complementary, mutually reinforcing way.

Duties and Responsibilities

Reporting to the Head of the Planning & Field Operations Unit, Planning and Operations Section , the incumbent performs the following tasks:

  • Provide operational and mission support to OTP staff, including developing and establishing contingency planning and business continuity models for the field, and ensuring that organisation and procedures are fit for purpose, including  (medical) evacuation plans;
  • Effective management of allocated budget for OTP general operating expenses and OTP assets;
  • Supervise OTP staff assigned to the field office, providing guidance when required;
  • Monitor compliance with safety and security instructions adopted by the ICC and maintain proper tracking of OTP staff in the field;
  • Provide advice to the OTP on field activities based upon changing logistical, political and other circumstances on the ground;
  • Perform other duties as required.

Essential Qualifications

Education:

Advanced university degree preferably in Risk Management, Psychology, Sociology, Operational Planning or other relevant Social Sciences, is required. A first-level university degree in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree.

Experience:

A minimum of 5 years (7 years with a first level university degree) of relevant working experience, is required.

Prior experience within an operational support or field mission environment is required.

Knowledge, Skills and Abilities:

  • A valid driver’s license is highly desirable;
  • Knowledge in logistics and operations management and/or risk management, with proven ability to analyse information and to make valid recommendations with respect to this information;
  • Proven ability to plan, organize and conduct operations. Ability to forecast staffing and other security requirements based on operational changes;
  • Excellent drafting ability and communication skills, both oral and written; ability to prepare written reports that are clear, concise and meaningful;
  • Good interpersonal skills; demonstrated ability to work in a multicultural, multi-ethnic environment and to maintain effective working relations with people of different national and cultural backgrounds. Demonstrated ability to maintain and encourage a collaborative team environment;
  • Reputation for dealing honestly and openly; recognized and highly respected by peers, clients and staff.

Knowledge of languages:

Proficiency in one of the working languages of the Court, English or French is required. Working knowledge of the other is considered an asset. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) is considered an asset. Proficiency in Ukrainian will be considered an asset.
