Operations Specialist for Integrated Land and Resource Governance II Program – US based remote

The USAID-funded Integrated Land and Resource Governance II (ILRG II) Program, implemented by Tetra Tech International Development (International Development Jobs – Tetra Tech), is currently accepting expressions of interest from qualified candidates for an Operations Specialist position. This position will be located remotely from Burlington, VT or Arlington, VA, with consideration for other East Coast locations.

Position Description: ILRG II supports USAID’s Land and Resource Governance (LRG) Division to develop, implement, assess and evaluate interventions that secure land tenure and resource rights and strengthen LRG systems in multiple countries. The Operations Specialist (OS) reports to the Deputy Chief of Party-Operations (DCOP) and is responsible for supporting the smooth and efficient operation of the program by providing administrative and logistical support in financial, subcontract and human resources management, as well as travel coordination, event preparation and project procurements across multiple countries. The OS will also serve as a liaison between in country offices/teams and the US office on issues related to operations, finance, and logistics. The position requires strong multi-tasking ability, as it will support operations across multiple countries and time zones, including the possibility of frequent travel. The position requires strong attention to detail and cross-cultural skills. The position requires flexibility for early morning or late-night calls (Eastern Standard Time), possibility of frequent travel including extended short-term overseas assignments.

Responsibilities:

* Work with the DCOP and Home Office Project Management Team to ensure the project complies with donor and Tetra Tech policies and procedures;

* Maintain electronic operating files, technical reports, contract deliverables, and other records as required by the filing policy;

* Assist in the preparation of reports and presentations, including tracking reporting deadlines to ensure timely delivery;

* Arrange domestic and international travel for project staff, consultants, and partners; organize logistics for in-country and global workshops and meetings; assist with meeting logistics including scheduling, preparing agendas, sending appointments, taking and circulating notes, and following up on action items after meetings; participate in weekly internal meetings and maintain leadership of project operations and their link to implementation progress;

* Support project recruitment efforts for globally hired consultants and project staff; prepare global consultant/staff agreements and modifications; monitor global consulting agreement expiration dates and billed hours;

* Monitor submission of technical deliverables and provide other support needed to ensure the SOW is completed successfully, liaising with technical experts for review as necessary;

* Manage the procurement process, including drafting and releasing requests for quotation, evaluation and selection of bids, drafting purchase orders, and ensuring complete documentation and compliance with Tetra Tech procurement policies and procedures;

* Review draft scopes of work and budget associated with establishing subcontracts; monitor subcontractor budgets and obligated amounts; request monthly budget projections and invoices from each subcontractor;

* Draft deliverables payment schedule, negotiation memorandum, compile supporting documentation, coordinate with US-based contracts, grants, and procurement staff to finalize;

* Support the global project team in managing the project budget, monitoring expenditures and preparing projections; support field-based finance managers and grantees or subcontractor staff, as needed.

Qualifications:

* Bachelor’s degree in finance, administration, business, international development or another related field;

* Minimum of 3 years project management or similar experience with international donors (USAID experience, and experience in an overseas operations/field office role, preferred);

* Strong attention to detail, and written communication skills;

* Proven ability to draft quality correspondence and contributions for project required reports;

* Demonstrated inter-personal skills conducive to working in multiple countries, with a diverse set of actors (e.g., vendors, donor officials, local government officials, project partners, and local staff), and adaptability to client direction;

* Self-motivated and able to work with minimal guidance to achieve results;

* Demonstrated ability to multi-task in a high-pressure work environment and work well in multi-disciplinary teams;

* Proficient in use of Microsoft Office suite (Word, Excel, PowerPoint) and ability to troubleshoot basic information technology problems;

* English fluency required; and

* Current US work authorization is required at the time of application.

Preferred Qualifications:

* Previous experience supporting projects of a similar magnitude and complexity;

* Proficiency in French, Spanish, or Portugues;

* Familiarity with subcontract, grants, or procurement management, or monitoring, evaluation, and learning systems; and

* Interest in property rights, resource governance, climate adaptation, agriculture, and/or biodiversity conservation.

Pay Transparency Statement:
