  1. Background:

Established in 2011, (NAFE) is a national non-profit civil society organization dedicated to promote human rights and gender equality and women and youth empowerment, and facilitate their inclusion in economic, social and political arenas. NAFE provides a range of programs and services aimed at improving the well-being of families, with a focus on education, counselling, and resource provision.

In view of the women Economic Growth Towards Sustainable Economic Resilience and Protection project which will run until 31 December 2026 with the support of the European Regional Development and Protection Programme (RDPP) for Lebanon, Jordan Phase III.

NAFE is planning to do an in-depth sustainability assessment to identify areas of improvement to enhance their operational and financial sustainability that is aligned with the strategic approach and vision of the organization aims to enhance the capacity of NAFE through informing a SMART capacity development plan that would serve as basis for the overall growth of NAFE.

  1. Objective of the Consultancy:

The objective of this consultancy is to assess the organizational, programmatic capacities of NAFE the assessment will provide insight into current capacities, identify strengths and gaps, and offer tailored recommendations to inform future capacity-building initiatives. This will support NAFE in delivering effective and sustainable economic resilience and protection services to women beneficiaries.

  1. Scope of the Consultancy:

The consultancy will focus on evaluating both the organizational and programmatic capacities of NAFE, ensuring that the findings feed into future capacity strengthening initiatives that align with NAFE’s strategic goals and contribute to its overall growth in capacities and donor base.

  1. Organizational Capacity Assessment.

The following areas are key for obtaining an overview of NAFE’s organizational capacities:

  • Governance and leadership effectiveness.
  • Strategic planning, vision, and mission alignment.
  • Financial management, sustainability, and resource mobilization.
  • Communication, Fundraising and networking
  • Human resources management, professional development and work environment.
  • Operational systems (administration, logistics, procurement)
  • Institutional sustainability and risk management
  • Gender equality and inclusivity in organizational policies and practices
  • Other relevant areas that would emerge.
  1. Programmatic Capacity Assessment:
  • Program design, planning, and execution.
  • Monitoring, evaluation, accountability, and learning (MEAL) practices/SOPs/policies.
  • Partnerships and Stakeholder engagement, including beneficiaries and partners
  • Gender-sensitive and protection-focused programming
  • Program alignment with sustainability and resilience objectives
  • Cross-cutting
  1. Methodology:

The consultant(s) will engage with NAFE’s leadership and staff in a participatory manner. The proposed methodology includes:

  • A desk review of relevant organizational documents (strategic plans, policies, financial reports, etc.)
  • Key informant interviews and Focus Group Discussions with NAFE management, staff, donors (and selected partners?)
  • Use of organizational and programmatic capacity assessment tools tailored to the areas identified above, using a relevant scoring grid.
  • A SWOT analysis (Strengths, Weaknesses, Opportunities, Threats)
  • Analysis of programmatic data and performance e.g. project reports, organization-wide annual reports, MEAL reports, etc.
  • Validation workshops to share preliminary findings and refine recommendations
  1. Deliverables:

The consultant(s) will be expected to deliver the following:

  1. Inception Report:

A report outlining the proposed methodology, work plan, and tools for assessment, submitted within the first week of the consultancy.

  1. Interim Report:

A progress report outlining initial findings, key insights, and any emerging trends, submitted at the midpoint of the consultancy.

  1. A comprehensive Capacity Development Plan/roadmap
  • Breakdown of recommended Capacity Strengthening initiatives, derived from the areas for improvement and recommendations.
  • Each proposed initiative must carry a realistic and reasonable estimated cost with a clear timeline for implementation.
  • Proposed capacity development plan must contain knowledge management tools/systems that ensures knowledge transfer and avoids loss of learnings.
  1. Final Capacity Assessment Report:
  • A comprehensive report detailing the findings from the organizational and programmatic capacity assessment, including: Analysis of current capacities, strengths, and gaps.
  • Recommendations for capacity development, with a focus on sustainability and gender-responsive programming.
  • A capacity development plan/roadmap for short-term and long-term action with details on timelines and estimated costs.
  • Tools and strategies for knowledge management and ongoing capacity monitoring and improvement.
  1. Presentation of Findings:

A formal presentation to NAFE leadership and stakeholders summarizing the key findings and recommendations, with actionable next steps.

  1. Duration and Timeline:

The consultancy will be conducted over a period of 8 weeks. Below is the proposed timeline:

  • Week 1-2: Inception phase (initial meetings, desk review, submission of inception report) – 10 days
  • Week 2-5: Data collection (interviews, focus groups, document review) – 15 days
  • Week 5-6: Interim report submission and feedback – 5 days
  • Week 6 – 8: Data analysis and drafting of the final report includes the plan–10 days
  • Week 8: Submission of the final report and presentation of findings – 5 days
  1. Level of Effort:

The consultancy is estimated to require approximately 45 working days, distributed as follows:

  • 10 days: Inception phase and desk review
  • 15 days: data collection, interviews, focus groups, document review
  • 10 days: data analysis, drafting and submission of the interim report
  • 10 days: Final report and presentation preparation.
  1. Required Qualifications:

The ideal consultant(s) should have:

  • Proven experience in conducting organizational and programmatic capacity assessments, particularly for NGOs and local actors.
  • Experience in collecting data, writing such kind of analytical reports and preparing the recommendations
  • 10 years’ Experience working with local partners on capacity development and sustainability projects.
  • Knowledge of gender-sensitive and protection programming.
  • 10 years’ Experience in leading strategy development workshops.
  • Familiarity with localization and resilience-building approaches.
  • Strong analytical, communication, and report writing skills.
  • Fluency in Arabic, and very Good English is preferred;
  • knowledge of the local context is preferred.

11.evaluation Criteria:

-40 % for consultant relevant experience

-30% Similar previous work for the consultant

-30% financial offer

12. Reporting and Supervision:

The consultant(s) will report directly to NAFE’s Project Manager and work closely with key NAFE staff and partners, when and if necessary, to ensure the successful completion of the assignment.

13.Language:

-The languages of the resulted documents should be English whereas some documents would be requested in Arabic.

-The expected date to start this mission is Oct 20th 2024

14.Candidates Selection Timeline:

  • Deadline for receiving complete (technical and financial) proposals is 1st October 2024. Late submissions will not be considered.
  • Two weeks to evaluation of proposals, candidates’ interviews, and contracting from 01/10 – 15/10/2024
  • 20/10/2024 starting the mission.

15. payment Terms:

The consultancy fees will be disbursed as per the following schedule:

-50% upon signing the contract (1st disbursement)

– 50% upon submitting and approve all required documents by NAFE.
