Introduction

  • The Organizational Performance and Sustainability Officer position is situated in the Development Cooperation Support Unit (DCSU) within the Department of Multilateral Partnerships and Development Cooperation (PARTNERSHIPS).  PARTNERSHIPS leads, coordinates and promotes the ILO’s involvement in the UN system and cooperation with other multilateral organizations. In doing so, it cooperates with the ILO Offices in New York, Washington and in other locations hosting international organizations. PARTNERSHIPS also establishes and develops strategic partnerships in close interaction with other clusters and the regions. It is responsible for developing the ILO’s strategy for development cooperation and it leads consultations and negotiations with development cooperation partners. It is responsible for mobilization of voluntary contributions for the ILO’s programme as well as for coordinating development and financial reporting to funding partners. Finally, it facilitates, in close collaboration with other portfolios, the streamlining of work processes and procedures for enhanced partnerships and development cooperation.
  • DCSU deals with development cooperation (DC) policies, ensures quality assurance of proposals for ILO’s development cooperation programmes and projects, provides project development design support, delivers staff development on project cycle management and DC, develops statistical data on ILO’s DC portfolio, and facilitates internal and external communication as well as knowledge sharing in ILO’s development cooperation. Many of these areas are supported by online platforms (e.g. SharePoint), websites or dashboards.   
  • The main role of this position is to support PARTNERSHIPS to respond to requests in operational guidance for ILO staff in the context of DC projects on Environmental and Social Safeguards and Accountability of Affected Populations, in follow-up to MOPAN, High-level Evaluations and funding partner requests. 
  • Under the overall supervision of the Director of PARTNERSHIPS, the Organizational Performance and Sustainability Officer will report to the Head of DCSU. 

Description of Duties

  • Support the development of action plans and reporting mechanisms of the ILO Environmental and Social Sustainability approaches by collecting and documenting ESS in ILO Development Cooperation projects.
  • Responsible for testing and review of operational guidance material and tools for ILO staff on addressing environmental and social risks and sustainability in the context of development cooperation programmes and projects.
  • Support the work on Accountability to Affected Populations (AAP) and accountability / grievance mechanisms at the project level as well as corporate level by exploring approaches and practices in other UN agencies and by developing an action plan for the ILO. 
  • Participate in inter-agency working groups related to ESS in programming and ESS accountability. 
  • Support the Department in setting up the mechanism and process to monitor progress on the follow-up to the 2020-21 MOPAN assessment
  • Perform other relevant duties as assigned.

Required qualifications

Education

  • Advanced level university degree in economics, social science, law, international studies or another relevant field. A first-level university degree (bachelor’s or equivalent) in one of the afore-mentioned fields with an additional two years of relevant experience, in addition to the required experience stated below, will be accepted in lieu of an advanced university degree.

Experience

  • At least five years of professional experience in international cooperation, in areas such as UN environment and social sustainability frameworks, and business processes related to development cooperation programmes and projects, including the use of results-based management methods. Experience at the country level and with ILO processes and procedures would be an asset.

Languages

  • Excellent command of English or of another working language (French or Spanish) of the Organization. Knowledge of a third working language of the Organization would be an advantage.
