Orphan Well Program Field Specialist – Western Region

This is a term limited EPS I position funded through December 2028.

This is a new position required to meet the mandates of new Federal Grants (IIJA03 Formula Grant Phase 2 and DOI IIJA Performance Matching Grant) which include scoring new sites, inspecting locations, and monitoring vegetation on Orphan Well locations. This position will perform duties in Western CO (Counties: Alamosa, Archuleta, Chaffee, Conejos, Delta, Dolores, Eagle, Garfield, Grand, Gunnison, Hinsdale, Jackson, La Plata, Lake, Mesa, Moffat, Montezuma, Montrose, Pitkin, Ouray, Rio Blanco, Rio Grand, Routt, Saguache, San Juan, San Miguel, and Summit)  

Specific job duties include but are not limited to:

• Perform site inspections throughout the assigned regions and make real time decisions based on data that is gathered from site visits, location files, and local knowledge from soil conservation districts, county weed managers, landowners, and surface tenants to determine if the site poses safety concerns or environmental impacts and what type of action needs to be taken, such as suggesting to the Project Manager that changing the contour of the site would mitigate stormwater run on.
• Monitor and document vegetation for both pre-work and after completion of Orphan Well Program (OWP) project phases.
• Conduct environmental assessments of flora and fauna, soil and hydrological conditions on site as well as the identification of plant communities on sites (Native Colorado vegetation, undesirable, and noxious species).
• This position will be tasked with assigning a numerical value or response for stormwater, weeds, wildlife/livestock/vegetation impact, future land use and disturbance areas that will then factor into the overall Prioritization Score that the site will be given.
• Decide what information to communicate with assigned Project Managers to relay conditions of sites through all phases of reclamation at the request of Project Managers, Team Lead, Supervisor or Program Manager for other specific concerns.

Minimum Qualifications:
Experience Only:

Four (4) years of relevant experience in an occupation related to the work assigned to this position

OR

Education and Experience:

A combination of related education and/or relevant experience in an occupation related to the work assigned equal to four (4) years.

(Relevant degrees would include but are not limited to Restoration Ecology, Crop Science, and/or Natural Resources. Relevant experience would include but is not limited to oil and gas consulting, vegetation monitoring, and/or environmental sampling.)

Preferred Qualifications:

• Current or former State experience relevant to this position.
• Excellent written and verbal communication skills.
• Knowledge and/or experience of the oil and gas industry.
• Experience with environmental sampling (air/methane, soil, water).
• Proficient in using Microsoft Office and Google Suite, specifically Excel and Sheets.
• Education and/or experience with plants and plant identification.
• Experience reading and interpreting rules, guidelines, legal documents, statutes and policies.
• Experience working and traveling remotely.
• Experience converting technical content into plain language content for diverse stakeholders.
• Customer service experience, previous public service experience, experience  dealing with public, experience with complaint intake/response.

The current work arrangement for this position is as follows:

• Hybrid: This is a hybrid position will work from a home office conducting field work in their assigned area with occasional in-person meetings as directed by their supervisor.

Conditions of Employment:

• Must have and maintain residency in the State of Colorado at time of application.
• You must be legally eligible to work in the United States to be appointed to this position. DNR does not sponsor non-residents of the United States.
• Pursuant to the DNR-120 Fleet and Driving Standards Administrative Directive, any worker who will be expected to drive a State-owned vehicle is responsible for maintaining a safe driving record and a valid driver license prior to driving any State-owned vehicle.

To be compliant with the new fleet vehicle policy, Motor Vehicle Records (MVRs) will be pulled for review for workers who: 

• • Have an assigned State fleet vehicle

  • Are required to operate a vehicle as part of the position

  • Utilize a State fleet vehicle as a pool vehicle
