Background

Ukraine is advancing important institutional reforms to strengthen public integrity, align with European standards, and foster trust in democratic governance. As part of these efforts, the country continues to address complex challenges related to transparency, accountability, and ethical public administration. In this context, within the framework of the project “Supporting the Development of Effective Tools for the Prevention of Corruption and Enhancing Anti-corruption Compliance in Ukraine”, the OSCE Support Programme for Ukraine (SPU) is seeking qualified experts to support a new initiative aimed at enhancing the capacity of the National Agency on Corruption Prevention (NACP), the institution responsible for shaping and coordinating anti-corruption policy.

This initiative provides a meaningful opportunity for experts committed to integrity, inclusion, and good governance to contribute to Ukraine’s reform process. The OSCE will ensure close coordination with NACP and other stakeholders to guarantee that all expert contributions are impactful, context-sensitive, and aligned with Ukraine’s strategic objectives.

Please note that this is a vacancy notice to enlarge the roster. Successful candidates are expected to work within several short-term consultancy assignments throughout the Project implementation. The detailed information regarding the dates and the duration of the contracts will be provided at a later stage. The consultants will be required to work from home with the ability to travel to perform tasks, if necessary.

Tasks

The OSCE SPU is seeking to recruit highly qualified experts in the fields of anti-corruption, legal reform, public administration and communications who will be assigned the following tasks within the framework of the project aimed at supporting the development of effective tools for the prevention of corruption and enhancing anti-corruption compliance in Ukraine:

Conduct analysis of corruption risks and practices in priority sectors (e.g., judiciary, customs, licensing, privatization) and prepare sector-specific surveys and analytical reports in line with the Anti-Corruption Strategy.
Organize, facilitate and document expert discussions and stakeholder consultations on the findings of analytical research to inform future anti-corruption policies and strategic planning documents.
Develop draft recommendations, strategic inputs, and expert materials for the preparation of the next Anti-Corruption Strategy and State Programme for 2026-2030.
Develop online courses content and training materials for civil servants and legal professionals on topics such as prevention of conflict of interest and whistle-blower protection in criminal proceedings.
Produce awareness-raising materials, including video content, posters, and leaflets, to increase public understanding of reporting mechanisms and the rights of whistle-blowers.
Conduct legal and policy analysis on the protection of whistle-blowers in criminal processes and prepare draft guidelines, manuals, and legislative proposals in line with European and international standards.
Contribute to the evaluation of NACP’s current communication strategy and support the development of a new Anti-Corruption Communication Strategy for 2026-2030, including participation in a multi-stakeholder consultation process, including public, media and state authorities.
Share international best practices in relevant fields through participation in expert workshops, peer exchange events, and policy development processes co-ordinated by the OSCE.

Necessary Qualifications

First-level university degree in the field of law, public administration, political science, international relations, social sciences, communications or a related discipline.
Minimum three years of relevant professional experience at the national or international level in the areas of anti-corruption, public sector reform, good governance, legal analysis, institutional development, or strategic communications.
Proven experience in conducting research, developing analytical reports, preparing policy recommendations, drafting strategic documents in the field of governance, transparency, compliance, institutional integrity, or communications.
Experience in the development of training programmes, educational materials, capacity-building initiatives, public awareness campaigns, or communication strategies particularly related to anti-corruption or good governance.
Knowledge of the anti-corruption institutional landscape and regulatory framework in Ukraine, as well as awareness of relevant international and European standards in the field of anti-corruption, whistle-blower protection, public sector integrity, gender mainstreaming, and gender-responsive governance.
Familiarity with methodologies for corruption risk assessments, policy evaluation, and strategic planning would be an asset.
Ability to integrate human rights, rule of law, and gender perspectives into anti-corruption research, policy development, and training activities.
Strong analytical, writing, and presentation skills combined with excellent organizational skills, and ability to meet tight deadlines while delivering high-quality outputs.
Professional fluency in Ukrainian with excellent oral and written communication skills; working level of English would be an asset.
Ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.
Computer literacy and practical experience using Microsoft Office applications (Word, Excel, PowerPoint) and online collaboration tools.

Remuneration Package

Remuneration will be paid in accordance with the OSCE Support Programme for Ukraine established consultancy rates. Applicants are encouraged to include in their applications their financial proposals for the foreseen services.

Опис завдання

ОБСЄ шукає висококваліфікованих експертів у сферах запобігання корупції, правової реформи, публічного управління та стратегічних комунікацій для участі в реалізації проєкту, спрямованого на розробку ефективних інструментів запобігання корупції та посилення антикорупційного комплаєнсу в Україні. До обов’язків експертів входитиме:

Проведення аналізу корупційних ризиків і практик у пріоритетних сферах (зокрема, правосуддя, митна справа, дозвільна система, приватизація) та підготовка секторальних досліджень і аналітичних звітів відповідно до положень Антикорупційної стратегії.
Організація, фасилітація та документування експертних обговорень і консультацій із зацікавленими сторонами за результатами проведених досліджень для формування рекомендацій до антикорупційної політики та стратегічних документів.
Розробка проєктів рекомендацій, стратегічних напрацювань і експертних матеріалів для підготовки нової Антикорупційної стратегії та Державної антикорупційної програми на 2026-2030 роки.
Підготовка змісту онлайн-курсів і навчальних матеріалів для державних службовців, слідчих, прокурорів і суддів щодо запобігання конфлікту інтересів та захисту викривачів у кримінальних провадженнях.
Розробка інформаційно-просвітницьких матеріалів, зокрема відеороликів, постерів і буклетів, для підвищення обізнаності громадськості щодо механізмів повідомлення про корупцію та прав викривачів.
Проведення правового та політичного аналізу системи захисту викривачів у кримінальному процесі та підготовка методичних рекомендацій, посібників і законодавчих пропозицій відповідно до стандартів ЄС та міжнародного права.
Участь в оцінці чинної Комунікаційної стратегії НАЗК і надання експертної підтримки у розробці нової Антикорупційної комунікаційної стратегії на 2026-2030 роки, у тому числі за результатами багатостороннього обговорення із залученням громадськості, медіа та органів влади.
Представлення міжнародного досвіду у відповідних сферах шляхом участі в експертних семінарах, заходах із обміну досвідом та процесах розробки політик, що координуються ОБСЄ.
