Background:

The Transnational Threats Department (TNTD), as part of the OSCE Secretariat in Vienna, Austria, plays a key role as the focal point of OSCE-wide programmatic activities aiming at countering transnational threats and ensuring coordination and coherence of action across all three OSCE dimensions, among all executive structures while respecting their mandates.

The Strategic Police Matters Unit (SPMU) was set up within TNTD to assist the participating States upon their request to address threats posed by criminal activity and to support general police development and reform. SPMU also serves as the organization’s main focal point for all OSCE police-related activities.

As part of its activities in the fight against cybercrime, TNTD/SPMU is implementing the extra-budgetary project No. 1102674 “Capacity-building on Combating Cybercrime in Central Asia: Phase II”. The objective of this project is to support criminal justice authorities in Central Asia (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan) in investigating and prosecuting cybercrimes and other crimes involving electronic evidence in line with OSCE commitments, relevant international instruments, and international human rights standards. The project consists of four pillars – (1) education, (2) electronic evidence, (3) regional co-operation, and (4) awareness – which address the main gaps identified during the implementation of the first phase of this regional initiative in 2020-2024 (OSCE extra-budgetary project No. 1102092).

Objective of Assignment:

The objective of this roster call is to invite qualified candidates with experience in project management and administration, as well as cybercrime, to join the OSCE roster of experts supporting the implementation of the project “Capacity-building on Combating Cybercrime in Central Asia: Phase II” and other cybercrime-related activities in this field organized by the OSCE.
Once admitted to the roster, experts may be considered for specific consultancies to support the implementation of various activities, including: the organization and delivery of training courses, workshops and seminars; the development of training and educational materials, standard operating procedures, guidelines and manuals; and the provision of policy advice, mentorship support or technical assistance.
Admission to the roster may involve interviews and, where appropriate, a written or practical test.

Duration of Assignment:

This is a roster call. Duration of the assignment will depend on the tasks, deliverables, location and modality of each specific consultancy assigned under the project “Capacity-building on Combating Cybercrime in Central Asia: Phase II” or related TNTD/SPMU activities.

Tasks and Responsibilities:

• Contribute to the conceptualization and strategic and operational planning of activities under the project “Capacity-building on Combating Cybercrime in Central Asia: Phase II”.
• Support the organization and delivery of activities under the project “Capacity-building on Combating Cybercrime in Central Asia: Phase II”, including through logistical and administrative support.
• Contribute to the development of training materials, standard operating procedures, guidelines and manuals on various aspects of investigating and prosecuting cybercrimes and other crimes involving electronic evidence.
• Provide written inputs to the preparation of concept notes, agendas, meeting summaries, reports, roadmaps and other documents related to the OSCE activities on investigating and prosecuting cybercrimes and other crimes involving electronic evidence.
• Translate educational resources and guidance materials on cybercrime and electronic evidence from English into Russian.
• Conduct research on legislative frameworks related to cybercrime and electronic evidence across the OSCE area.
• Co-operate with other experts, OSCE field operations, institutions and project partners as required, including by adapting content to regional or national contexts in Central Asia.

Necessary Qualifications:

• Second-level university degree in computer science, criminal law, cybercrime or a related field;
• A minimum of 3 years of relevant professional experience, preferably in the field of criminal justice, law enforcement of project management;
• Previous experience of working on criminal cases related to cybercrime and/or electronic evidence;
• Previous experience of working for international organizations or international projects;
• Professional fluency in English and Russian;
• Previous experience of working with law enforcement agencies in Central Asia would be a distinct asset;
• Flexibility and ability to work under time pressure to meet tight deadlines;
• Demonstrated gender awareness and sensitivity, an ability to integrate a gender perspective into tasks and activities;
• Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity;
• Computer literate with practical experience using Microsoft applications.

Remuneration Package:

Remuneration will be based on the selected consultant”s/expert”s qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
