2.     Background

On 20 May 2022, WHO declared the current drought and food insecurity situation in the Horn of Africa as a Grade-3 emergency. This was done following a 3-level call aimed at assessing the health impact of the food insecurity and drought crisis in the Horn of Africa Region and the current public health risks, identifying urgent critical response needs, and agreeing on the magnitude of organizational support needed across the three levels of WHO. Following this and considering the grave situation prevailing in Somalia where an estimated 7.1 million people are food insecure with 1 million people displaced, the Emergency Relief Coordinator of the United Nations, on 20 August, activated the IASC Systemwide scale-up.

Although WHO stepped up its life-saving interventions last year when the Government of Somalia declared the current drought as a “national emergency”, WHO has continued to expand its support to improve access to health care for the marginalized communities both at the primary health care level and community level in order to prevent deaths and save lives which remained the main mandate of the organization.
