DESCRIPTION OF DUTIES:
• Join us and help drive the digital transformation of health across the Americas
The Pan American Health Organization (PAHO), Regional Office for the Americas of the World Health Organization (WHO), is seeking an experienced, strategic, and results-oriented Advisor, Health Intelligence and Digital Transformation to support countries in advancing digital health, health intelligence, information systems, knowledge management, and evidence-informed decision-making across the Central America subregion.
Under the direct supervision of the Director, Evidence and Intelligence for Action in Health (EIH), and the administrative supervision of the PAHO/WHO Representative (PWR), the selected candidate will:
• Lead and coordinate PAHO’s work on Information Systems and Digital Transformation, Health Intelligence, Science, Innovation and Knowledge Management at the subregional level, providing technical cooperation, strategic guidance, and policy advice to Member States and partners.
• Provide technical and policy advice on digital health, information systems, health data governance, interoperability, information technologies, and data management to support evidence-informed decision-making, public health intelligence, and health sector transformation.
• Support the implementation and strengthening of integrated health information systems, digital public health platforms, and data governance frameworks, including the PAHO Health Information Platform (PLISA).
• Promote and support digital health and telehealth initiatives, including the application of artificial intelligence, digital public goods, and innovative digital solutions to strengthen health systems and improve service delivery.
• Strengthen national and subregional capacities in health intelligence, data science, epidemiological and statistical analysis, forecasting, infodemic management, and public health trend monitoring.
• Collaborate with governments, technical institutions, academic centers, and partners to advance initiatives related to health information systems, digital transformation, health intelligence, research dissemination, evidence-informed policymaking, and knowledge translation.

Essential: A bachelor’s degree in a health, public health, medicine, epidemiology, health informatics, information systems, data science, statistics, computer science, engineering, social sciences, or related field and a master’s degree in public health, epidemiology, health informatics, information systems, digital health, data science, health management, knowledge management, information science, or any other field related to the functions of the post from a recognized university.
Essential: Nine years of combined national and international progressively responsible experience in digital health, information systems, health intelligence, epidemiology, data science, knowledge management, public health, or related areas, including experience in the development, implementation, and management of technical cooperation projects and initiatives, including networking with partners, production of scientific and technical tools, resource mobilization and the management of scientific and technical networks and strategic partners.
Fluency in Spanish or English, with a working knowledge of the other language.
Demonstrated ability to effectively understand new and evolving IT and digital health solutions, as well as new Business Intelligence and Artificial Intelligence tools and models. Other IT skills and knowledge of software programs such as Microsoft Excel, Outlook, OneDrive, PowerPoint, Teams, SharePoint, and Word are considered essential.

The skills required are:
• Theoretical and practical knowledge of digital transformation in health, including health information systems, digital health strategies, interoperability, data governance, and digital public health approaches.
• Strong technical knowledge of health intelligence, epidemiology, public health analytics, statistical analysis, and the management, interpretation, and use of health data for decision-making.
• Knowledge of geospatial information systems (GIS), spatial analysis, data visualization, and health information platforms used for public health intelligence and monitoring.
• Knowledge of evidence-informed policymaking, scientific and technical information management, knowledge translation, and dissemination of scientific evidence and knowledge products.
• Demonstrated ability to integrate data, information, evidence, and knowledge across multiple technical domains to support strategic public health action.
• Knowledge of emerging trends and innovations in digital health, including artificial intelligence, big data, telehealth, infodemic management, and digital technologies relevant to health systems strengthening.
• Ability to provide high-level technical cooperation and policy advice to governments and institutional stakeholders.
• Strong analytical, strategic thinking, and problem-solving skills.
• Ability to develop and manage technical cooperation projects, including planning, implementation, monitoring, evaluation, and reporting.
• Ability to work collaboratively in multidisciplinary and multicultural environments and to coordinate with technical and political stakeholders at national, subregional, and regional levels.
Post of limited duration. First year probationary period.
